Duties

  • Directs the administration and management of the Marine Corps Community Services (MCCS) Quantico Facilities Branch to include the Construction and Maintenance Programs, Buildings and Grounds Maintenance Program, and Property Management Program.
  • Oversees management of major and minor construction projects, budgeting, contract management and bid proposal reviews and evaluations, facility/project planning and design development, review and coordination, project administration and control. Reviews and/or approves project documentation, plans and specifications for scope compliance to include drawings and blueprints. Works with Operating managers on interior space planning, workstation layout, vehicle access, space management, repair of buildings and equipment to support Activities.
  • Acts as primary point of contact with Marine Corps Base Quantico and Headquarters element on construction and maintenance matters. Identifies and coordinates Military Construction (MILCON) projects for MCCS, Quantico to ensure required documentation is prepared for submission through MCB Quantico, Planning Branch. Serves as Installation POC for design and construction of multi-million-dollar projects approved by MILCON. Acts as a Contracting Office Representative (COR) for construction and maintenance projects assigned by the Contracting Officer.
  • Oversees buildings and grounds maintenance including presentation and maintenance of the grounds throughout MCCS properties, pest control, plant beds and grooming around buildings and walkways.
  • Ensures adherence to all MCB Quantico standards and requirements and applicable Environment Protection Agency laws.
  • Oversees Property Management including MCCS inventory and control of property, pre-paid supply warehouse, MCCS file retention, Emergency Management & Mission Assurance/Emergency Operations, MCCS Emergency Family Assistance Center (EFAC) Plan and EFCA Committee, GSA/MCCS vehicle fleet and emissions control and maintenance.
  • Acts as the MCCS Inclement Weather POC, coordinating the MCCS inclement weather plan in conjunction with base weather plan of action. May be required to work during inclement weather when the rest of the base is closed or stays on duty to remove snow, water, etc.
  • Responsible for developing Branch Operating Budgets, both APF and NAF, activities          operate smoothly and efficiently, planning for improvements, personnel, and equipment as needed.
  • Responsible for developing and maintaining a short term 3-to-5-year Capital Plan and a 5-to-10-year Sustainment Plan for MCCS Facilities Branch. Also required to work with other Branch Directors to develop Program Capital Budgets as needed.
  • Serves as a subject matter expert and direct advisor to senior leaders in the organization for the assigned organizational division. Plans, organizes work, and manages internal procedures and resources to pursue action and ensure follow through to maximum productivity and economies. Oversees preparation and approves internal office financial plans and related records and reports, and exercises authority on approved overall budget. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS.

Qualifications

  • A Bachelor's degree from an accredited college or university in construction management,  Property management, business administration or a related field appropriate to the work of the position AND six years of experience and thorough knowledge of business concepts, practices, methods, and techniques, and the ability to apply this knowledge to diverse and complex assignments in construction programming and facilities development that require development and implementation of new and revised procedures. 
  • Must have five years managerial/supervisory experience. Must have the ability to work independently, prioritize, plan, and then execute. Knowledge of work methods and practices required for the maintenance of various building types and associated trades. Knowledge of pertinent safety, occupational health and environmental regulations. Ability to communicate orally and in writing, with the ability to use Microsoft Office Suite (Word, Excel, etc.). Must be able to lead by example, creating a positive work environment with a customer focus. Knowledge of NAF policies and procedures preferred.
  • This is a white-collar position where occasional lifting up to 20 lbs may be required. 
  • This position is required to file an annual Confidential Financial Disclosure Form OGE 450 to avoid conflict of interest.
