As a Data Trust & Safety Division Director, you will be responsible for directing a staff of senior and journeyman specialists to provide expertise in the program area of data governance.

Duties

Provides leadership in enterprise IT programs and initiatives, including developing and implementing policies and strategies to support organizational objectives such as efficiency or effectiveness

Performs liaison, advisory and consultant duties that involve the staff and business partners from service and staff offices, higher authorities, and other agencies, where impact and/or aspects of assigned function concentrate on overlap. Manages overall budget and staff actions, projects and activities, to ensure integration of initiatives. Ensures effective conduct of financial management through planning, formulation, and execution of a budget.

Provides for the synthesis, integration and coordination of GSA data involving business operations and transformation initiatives. Leads the design, implementation, and maturation of GSA's enterprise data and AI technologies across the agency. Monitors data initiatives though stages of conceptualization, testing and evaluation, demonstrations, to full implementation to ensure timeliness and overall program objectives are met.

Represents security and privacy policies and solutions to internal and external stakeholders relevant to the reporting and discussion of cyber security vulnerabilities and privacy consideration. Plans and executes platform security remediation activities. Collaborates with AI development and operations teams to assess algorithmic and data risks, ensuring compliance with NIST AI Risk Management Framework and federal AI safety guidelines.

Supervises high-level staff, directing, managing, and overseeing work. Develops a human resources strategy and executes the full range of human resource and administrative management activities associated with supervision of the staff, planning work of subordinates, setting and adjusting short term priorities, evaluating work performance, giving advice, counsel or instructions to employees on work and administrative matters; to include employee recruiting, employee development and training, employee performance management and awards, and fostering Equal Employment Opportunity program by assuring equal opportunity in recruitment, selection, promotion, identification of development and required training needs, awards, assignments and special program objectives. Fosters an inclusive, innovative culture that supports collaboration across data, AI, and privacy teams. Encourages professional development in a data governance, AI safety, and emerging technologies.

Conditions of employment

The GS15 salary range starts at $169,279 per year.
Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:
Specialized experience is one year of experience equivalent to the GS-14 in the Federal service. Specialized experience is:
- Leading enterprise-level information technology (IT) programs in an IT environment, including developing and executing strategy for data governance, artificial intelligence (AI) governance, privacy, or IT governance programs;
- Directing cross-functional teams delivering technology products, platforms, or services;
- Managing project plans, resources, and risks to ensure successful delivery of complex initiatives; overseeing compliance with applicable laws, regulations, and frameworks (e.g. cybersecurity, privacy, or AI risk management); advising senior leadership on technology strategy, governance, and emerging trends;
- Managing staff, budgets, contracts, and stakeholder relationships to achieve organizational objectives.
IT Specialist Competency Requirements:
- Attention to Detail - This skill is generally demonstrated by assignments wehre the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in the field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
- Customer Service - This skill is generally demonstrated by assignemnts where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
- Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
- Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

How you will be evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.
- Skill in designing, and deploying effective IT policies, projects, and programs; leveraging current emerging technologies and best practices to apply new developments to previously unsolvable problems.
- Skill in coordinating with internal and external offices, and leadership with managing budgets, staff actions, and projects; and planning, formulating, and executing budgets to support financial management.
- Skill in developing and implementing enterprise data and AI governance frameworks to ensure responsible, secure, and effective use of data to inform strategic decision-making and program outcomes.
- Skill in discovering, assessing, communicating, and managing cybersecurity and privacy risks, including those associated with emerging technologies such as AI, to ensure compliance with established policies and standards.
- Ability to lead and manage a diverse workforce by planning, directing and evaluating work; setting performance expectations; and ensuring compliance with EEO and merit system principles to achieve organizational goals.
