Summary

This position serves as the Deputy Administrator for Operations Services, responsible for leading Treasury's central travel, procurement, and operational support functions. The incumbent provides enterprise-level leadership, strategic direction, and executive oversight to deliver programs that enable efficient mission execution across Treasury, ensuring alignment with Departmental priorities and senior leadership direction.

Duties

Serves as the executive responsible for TCSC Acquisition Operations, Travel Operations, and Charge Card programs. Provides strategic oversight to ensure timely, cost-effective, and customer-focused service delivery that meets Departmental needs. Establishes mission objectives, sets operational priorities, and provides executive direction to subordinate executive level managers and staff. Monitors the effectiveness of operational programs through performance metrics, customer feedback, and continuous improvement initiatives. Coordinates with the Administrator, Business Office, Treasury policy officials, and stakeholders to establish and maintain service level agreements and performance accountability frameworks.

Advises the Administrator on operational risk, resource requirements, and enterprise service innovations to support Treasury's mission. Leads the development and implementation of integrated service delivery models that align with departmental priorities and promote efficiency across administrative and mission-support functions. Oversees enterprise-wide initiatives to standardize operational policies and procedures, ensuring consistency across bureaus and alignment with OMB and Treasury directives. Chairs cross-functional governance boards to evaluate and prioritize major operational investments or enterprise projects impacting multiple bureaus. Works with Office of the Procurement Executive to identify, implement, and assess acquisition strategies for the Treasury enterprise that enable mission delivery and support Treasury's strategic objectives.

Builds and sustains effective partnerships with internal Treasury customers, providing enterprise services across multiple Bureaus and Offices. Facilitates regular coordination meetings and customer satisfaction reviews to identify critical issues, emerging needs, and improvement opportunities. Serves as the primary point of contact for senior officials across bureaus to assess internal service delivery needs and identify opportunities for improved customer experience. Establishes operational SLAs and customer service dashboards to ensure transparency and accountability in internal service delivery. Champions innovation by piloting new service delivery approaches such as automation, AI, and self-service technologies within the Department's administrative functions.

Plans, assigns, and evaluates the work of subordinate SES, GS-15, and GS-14 level managers across multiple functional areas including acquisition operations, travel services, and charge card programs. Exercises full supervisory responsibility including recruitment, performance evaluations, discipline, recognition, and professional development of subordinate staff. Establishes long-range workforce planning objectives and ensures that organizational structures and staffing levels support evolving program requirements. Manages through subordinate supervisors and senior staff, delegating authority and monitoring outcomes to ensure alignment with Departmental strategic goals. Provides leadership in resolving highly sensitive or complex personnel issues, including labor relations, conduct, and performance management matters. Leads organizational assessments to determine operational efficiency and makes recommendations for restructuring or realignment as appropriate.

Qualifications

To qualify for the position of Deputy Administrator for Operations Services, you must meet the following requirements:

  • Directing the work of an organizational unit;
  • Accountability for the success of one or more specific programs or projects;
  • Monitoring progress toward organizational goals and periodically evaluates and makes appropriate adjustments to such goals;
  • Supervising the work of employees (other than personnel assistants) at least 25% of the time; or
  • Exercising important policy-making, policy-determining, or other executive functions


Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

EXECUTIVE CORE QUALIFICATIONS (ECQs): By statute, OPM prescribes Executive Core Qualifications (ECQs) for the appointment of career SES members. The ECQs were designed to evaluate executive experience and not technical expertise. The following ECQs provide the focus for certification of executive core qualifications for initial appointment to the Senior Executive Service. Your two-page resume should show that you possess the Executive Core Qualifications.

ECQ 1
- Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. Leadership Competencies: Knowledge of the American System of Government, Commitment to the Rule of Law, Civic-Mindedness.

ECQ 2 - Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. Leadership Competencies: Fiscal Responsibility, Managing Resources, Leveraging Technology.

ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. Leadership Competencies: Technical Skill, Problem Solving, Agility and Resilience.

ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement.

ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Leadership Competencies: Operational Mindset, Innovation, Strategic Thinking.

FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation.

TECHNICAL QUALIFICATIONS (TQs): In addition to the ECQs, candidates must address Technical Qualifications (TQs). TQs are designed to assess an applicant's experience relevant to the specific position requirements. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the TQs below:

TQ 1 - Demonstrated experience leading acquisition or a large travel operation, including integrating with financial management systems and processes.

TQ 2 - Ability to lead an organization with complex stakeholder and customer requirements, including setting, implementing, and monitoring the success of strategies using data-driven decision-making.

TQ 3 - Demonstrated experience supervising multidisciplinary staff in a high-stakes, operational environment.

There is NO requirement to prepare a narrative statement specifically addressing the ECQs or the TQs. Only the required 2-page resume will be considered.
