Duties

The incumbent serves as Deputy Assistant Director, Office of Professional Responsibility and Security Operations (OPRSO), and participates fully with the Assistant Director in planning, directing and coordinating the inspection, internal affairs, and security and emergency management activities of the Bureau. This position is located in Washington, D.C.

  • Plans and directs the Bureau's nationwide inspection program and internal affairs activities, which include the independent review and appraisal of all Bureau operations, programs and activities. The incumbent participates fully in overseeing short and long-range planning, development, and coordination of operations and procedures for the Office of Inspection; ensuring that Office of Inspection programs are administered effectively and in accordance with broadly stated objectives and priorities.
  • Uses highly developed managerial skills to provide leadership in coordinating the development of unified and broad based approaches to the inspection/review of Bureau programs, operations, and policies. The incumbent creates new methods and measures to cope with unusual problems and situations; provides direction on controversial internal investigations, and reviews and evaluates the accomplishments of the inspection program.
  • Advises, counsels, and directs office of Inspection personnel as to goals, programs, and objectives of the Bureau. Continually monitors and evaluates overall effectiveness of the organizational elements managed with a view toward efficient accomplishment of objectives and avoidance of duplication.
  • Assures correct policy and regulatory interpretations on the part of subordinate officials, and assists the Assistant Director in providing justifications for major program changes. Ensures that appropriate Department of the Treasury and Bureau management officials are kept apprised of the status of sensitive investigations.
  • On matters pertaining to the Bureau's inspection program, acts as the Bureau representative with officials from the office of the Inspector General, the General Accounting Office, and any other outside review authorities. Also, the incumbent represents the Bureau in dealing with officials from the Department of the Treasury, the Federal Bureau of Investigation, the Department of Justice, and other organizations.
  • Works on special assignments as directed by the Assistant Director, and in the absence of the Assistant Director, assumes the full responsibilities and delegated authorities of that title.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. The 1811 position requires law enforcement experience and is covered by special retirement provisions, including maximum entry age requirements. The successful applicant must be able to display and maintain the required proficiency with firearms per ATF's firearms proficiency standards. Complete or have previously completed the basic criminal investigative courses at the Federal Law Enforcement Training Center (FLETC). Complete a medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized government physician and be determined physically fit to perform strenuous physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with ATF's standards and policies.

The individual selected will be subject to the necessary security investigation for a critical position and reporting requirements of the Ethics in Government Act of 1978. The selectee will be required to complete an executive branch Personal Financial Disclosure Report, SF 278. The selectee may also be subject to post-employment conflict of interest restrictions under 18 USC 207 (c). You must complete a one-year probationary period unless already completed.

Key Requirements:
  1. Top Secret Clearance required.
  2. Pass drug screening and subject to random drug test.
  3. New SES appointees must successfully complete a 1-year probationary period.
  4. U.S. Citizenship is required.

Experience required for the ES-1811 series: You must have substantive experience serving as a principal advisor to senior management on laws, regulations, policies and procedures pertaining to law enforcement and regulatory operations.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the particular knowledge, skills, and abilities required for successful performance in this position. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualifications for the position, by the closing date of this announcement, automatically disqualifies an applicant.
