Mandatory Technical Qualifications:
The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the MTQs to be rated as eligible for this position.
MTQ 1: Experience leading, directing and guiding a Government oversight organization, such as within an Office of Inspector General (OIG) or other organization which has as its mission Government oversight or compliance, which includes experience planning, developing and directing large or national scale financial, information technology, or performance audits, using professional standards, such as Government Auditing Standards.
MTQ 2: Experience conveying, justifying and or defending both orally and in writing highly sensitive or technical audit findings and recommendations to senior management, senior government officials, members of a legislative body, or appropriate judicial authority.
EXECUTIVE CORE QUALIFICATIONS (ECQs):
The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications.
There are five ECQs:
- ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
- ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
- ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
- ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
- ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Education
Basic Educational Requirements

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

- This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. Initial Review:
Your application will first be reviewed by a Human Resources Specialist to determine whether you meet the eligibility and minimum qualification requirements for this position.
Qualification Assessment:
Applicants who meet these requirements will be evaluated by a preliminary rating panel to determine which candidates advance to the 2nd evaluation stage. This assessment will focus on the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) identified in this Job Opportunity Announcement (JOA). Structured Interviews:
Candidates who advance will participate in a structured interview panel that evaluates applicants against the ECQs and MTQs. Following completion of the structured interviews, the rating panel will identify the best-qualified candidates for certification.
Referral and Selection:

Executive Review Board (ERB):
Final selectee recommendations must receive Treasury's Executive Review Board approval before a tentative job offer can be extended.
Qualification Review Board (QRB):
New entrants into the SES must receive approval from OPM's Qualification Review Board. QRB approval is not required for non-competitive candidates (e.g., current and former career SES members, CDP graduates).
