Deputy Assistant Sergeant at Arms, Operations
Emergency Management Division
Salary: $157,291 - $172,425
This is a supervisory position.
Incumbent is a recognized authority in emergency operations and continuity of operations (COOP), responsible for directing resources and leading teams to ensure timely completion of duties. Incumbent oversees daily section operations, supervises personnel, provides guidance on sensitive issues, and supports program requirements. This role requires confident decision-making, regular updates to the Assistant Sergeant at Arms (ASAA) for Emergency Management, and participation in strategic planning and high level projects.
Duties:

- Leads and manages all House emergency operations and continuity of operations (COOP) activities to include the development, promulgation, and maintenance of policy and far-reaching plans and procedures to address known and/or postulated hazards and threats that could impact the House’s personnel, equipment, and/or facilities.
- Provides direction and guidance on multi-year strategies, concepts, documentation, procedures, and coordination for assigned program areas.
- Supervises personnel assigned to section.
- Establishes section goals and priorities, ensuring timely execution of projects and programs.
- Oversees the House Operations Center (HOC), providing direction on capabilities, functionality, and procedures, including utilizing modern technology, effective coordination with partners, and a robust training program.
- Leads planning efforts for special events.
- Provides oversight and directions for operations programs, including emergency communications, emergency transportation, and accountability.
- Effectively utilizes common operating picture (COP) tools and software for situational awareness and real-time reporting to partners and leadership to aid in decision-making. In coordination with the Sergeant at Arms (SAA) COP Administrator, enhance COP capabilities to meet current and future needs.
- Provides oversight and direction for COOP programs, including House-wide, SAA, Leadership offices, Member offices, Committee offices, and Support offices.
- Establishes and maintains protocols, reporting frameworks, and performance metrics.
- Oversees and manages response efforts during HOC activation, ensuring effective information collection, assessments, and dissemination to partners and leadership.
- Establishes strong working relationships with all key Congressional and external partners which includes coordinating plans, resources, and operations to ensure they are optimally aligned.
- Leads working groups with senior House, Congressional, Executive Branch, and/or other external agency points of contact.
- Oversees major support contracts, procurement efforts, and vendor-provider services within the section.
- Prepares position papers, Memorandums of Understanding, and concept papers on relevant subject matter.
- Provides detailed budget input on Emergency Management Division (EMD) projected activities.
- Represents, as needed, the House, SAA, and EMD at meetings and conferences.
- Provides expert advice and routinely briefs the ASAA, Deputy Assistant Sergeant at Arms (DASAA), and other senior personnel on strategies, requirements, and recommendations for the emergency operations and continuity programs.
- Serves as a 24-hour on-call EMD Duty Officer on a rotational basis.
- Serves as a watch officer in the House Operations Center Duty Program 1-4 days per month.
- Serves as a SAA weekend Duty Officer on a rotational basis.
- On a rotational basis, typically 1-2 days per month, staffs the SAA Immediate Office after normal business when votes are scheduled in the House Chamber.
- Acts to support the ASAA and DASAA and carries out various assignments which further the goals of EMD.
- May be required to act as the ASAA in his/her absence.
- Performs other duties as assigned.
Work Experience & Education:
Bachelor’s degree with at least ten (10) years of experience or master’s degree with seven (7) years of experience, principally in Continuity of Operations (COOP) or Emergency Management required on first day of employment; minimum of two (2) years project management experience in corporate, Legislative, and/or government environments.
Top-secret security clearance required; must be able to obtain and maintain a SCI security clearance.

Work Schedule:
Full-time, permanent. Monday – Friday, 8:30 a.m. – 5:00 p.m.
Must be able to work outside of normal business hours when necessary, including evenings, weekends, and holidays as needed.
This position operates in both a typical office environment and a field environment (e.g., House buildings, garages, grounds, facilities, check stands, etc.), which is subject to typical weather conditions and temperatures. Actual weight handled varies, but the role involves handling items including books, documents, and equipment weighing up to 65 lbs. The incumbent should be capable of meeting physical requirements, which may include sitting, lifting, bending, crouching, walking, and standing.
