Deputy Assistant Sergeant at Arms, Security Operations 

Security and Law Enforcement Operations Division 

Salary: $157,291 - $172,425

This is a supervisory position. 

The incumbent oversees coordination and implementation of security measures related to safety and security of the House.  The incumbent provides strategic planning, program development and operational management of multiple program areas, as well as coordination and oversight of USCP protective operations.  The incumbent collaborates with Congressional Leadership offices and stakeholders, and law-enforcement partners to support security measures related to the Congress.

Duties:

(May include a variety of these duties, but are not limited to the following) 

  • Provides strategic planning and oversight for division programs related to security operations on the U.S. Capitol campus, Members of Congress, and Congressional events.
  • Provides operational oversight of multiple program areas and teams managing the efficient and effective delivery of security and law enforcement services to Congressional stakeholders.
  • Implements new initiatives and strategies to enhance the SAA’s ability to support Member security at Congressionally hosted or attended events, in transit, and any environment requiring protective measures.
  • Provides security awareness training and one-on-one security briefings to Members of Congress and Congressional staff; oversees outreach and proactive incident management support.
  • Maintains oversight of liaison positions with the United States Capitol Police (USCP) to ensure effective transfer of real-time intelligence related to Members and their families.
  • Ensures efficient coordination with USCP Watch Commanders, Protective Intelligence Operations Center, Air Operations, and the Dignitary Protection Division (DPD).
  • Conducts communication and outreach with federal, state, and local law-enforcement partners involved in Member travel, district events, and site-security initiatives.
  • Coordinates with USCP, U.S. Secret Service, Diplomatic Security Service, U.S. military, and foreign law-enforcement agencies on dignitary visits and security for Congressional Delegations (CODELs) domestically and overseas.
  • Works with USCP DPD leadership to maintain oversight of House Leadership protective detail operations and ensure effectiveness and efficiency in security protocols.
  • Oversees coordination of law-enforcement functions across agencies for demonstrations, dignitary arrivals, and Member protection nationwide.
  • Delegates and oversees coordination with foreign embassy personnel on arrangements related to dignitary visits to the Capitol Complex.
  • Represents the Sergeant at Arms on matters impacting Members, Capitol Complex security, Congressional events, and international delegations.
  • Formulates positions and prepares written documentation and executive-level briefings to SAA leadership, Members of Congress, and Congressional stakeholders.
  • Acts as the lead on-site SAA representative at Congressionally attended and hosted events to ensure security needs of the House are met.
  • Provides support during off-duty hours to ensure implementation of security measures.
  • Provides clear direction and supervision to SLEO supporting staff.
  • Leads the development, implementation, and evaluation of division policies, procedures, and plans.
  • Assists in the preparation of the division’s annual budget and monitoring of expenditures.
  • Represents the Assistant Sergeant at Arms for SLEO at meetings in their absence.
  • Responds to inquiries and provides assistance to Members of Congress and House staff on safety and security matters.
  • Assigns work and monitors performance of SLEO personnel.
  • Interviews and recommends selection of employees in the division.
  • Assists in managing daily division operations.
  • Supports House continuity operations.
  • Performs other duties as assigned.

Work Experience & Education:

  • Bachelor’s degree in criminal justice, law enforcement, homeland security, emergency management or related field. Advance degree preferred.
  • Minimum of five years of supervisory or management experience in fields related to security, law enforcement, emergency management, or military operations.
  • Executive leadership or senior management experience in security, law enforcement, or military organizations preferred.
  • Experience working in complex security and law enforcement environments, involving interagency coordination to ensure safety, security and continuity of operations. 
  • Must be able to obtain and maintain a Top-Secret/SCI security clearance.

Work Schedule:

Full-time, permanent. Monday – Friday, 8:30 a.m. – 5:00 p.m.

Must be able to work outside of normal business hours when necessary, including evenings, weekends, and holidays as needed.

Travel: Occasional

This position is based in a typical office environment. Actual weight handled varies, but the role involves handling items including books, documents, and equipment weighing up to 25 lbs. The incumbent should be capable of meeting physical requirements, which may include sitting, lifting, bending, crouching, walking, and standing.
