Duties
Serves as Deputy Associate Commissioner of the Children's Bureau, acting as the principal deputy and trusted advisor to the Associate Commissioner in providing executive leadership, strategic direction, and oversight of nationwide child welfare programs and initiatives. Shares responsibility for the administration and coordination of major federal programs authorized under CAPTA and Titles IV-B and IV-E of the Social Security Act, including prevention, foster care, adoption, guardianship, independent living, research, demonstration, and training programs. Leads the development and implementation of legislation, policy, budget recommendations, operational strategies, and program priorities while fostering collaboration across federal, state, Tribal, and community partners to strengthen outcomes for children, youth, and families.
Directs policy development, program implementation, grant administration, technical assistance, and compliance oversight through subordinate leadership, ensuring effective execution of the Children's Bureau's mission and strategic objectives. Provides executive oversight of organizational operations, workforce management, and performance, including supervision of senior staff, resource allocation, budget planning, and organizational improvement initiatives. Represents the Children's Bureau and the Administration for Children and Families in high-level engagements with HHS leadership, Congress, federal agencies, and external stakeholders, providing authoritative guidance on complex child welfare policy, legislative, and operational matters with nationwide impact.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated executive leadership experience directing complex child welfare, human services, or related public programs, including the development and implementation of policy, strategic planning, and oversight of formula, entitlement, discretionary grant, or other federally funded programs that improve outcomes for children, youth, and families.
TQ 2: Demonstrated executive experience leading large, multidisciplinary organizations through organizational change, strategic planning, and performance management while overseeing budget development, program operations, human capital, and cross-functional initiatives to achieve mission objectives and improve organizational effectiveness.
TQ 3: Demonstrated executive leadership and collaboration skills working with senior Federal officials, state, Tribal, territorial, and local governments, Congress, and external stakeholders to develop policy, build strategic partnerships, resolve complex and sensitive issues, and advance national initiatives affecting children, youth, and families.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
There are five ECQs:
- ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
- ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
- ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
- ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
- ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
Education
Education: Applicants must meet the Basic Education Requirement for the GS-0101, Social Science Series. This requirement may be met by one of the following:
- A degree in behavioral or social science, or a related discipline appropriate to the position; or
- A combination of education and experience that provided knowledge of one or more behavioral or social sciences equivalent to a major in the field; or
- Four years of appropriate experience demonstrating knowledge of one or more behavioral or social sciences equivalent to a major in the field.
In addition, applicants must meet the qualification requirements outlined in the OPM Group Coverage Qualification Standard for Professional and Scientific Positions.

Experience leading large-scale child welfare or human services programs, including policy development, grant administration, and program operations, while advising senior executives, collaborating with federal, state, Tribal, and community partners, and driving strategic initiatives that improve outcomes for children, youth, and families.
Salary:
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance-based pay adjustments.

How you will be evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information required within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs and TQs will be determined ineligible for further consideration.
