Summary

The Deputy Chief Human Capital Officer (DCHCO) is the principal advisor to the Chief Human Capital Officer (CHCO) in the Office of Human Resources and Administration (HRA) on matters pertaining to workforce and administrative management, and program integration and oversight. The DCHCO represents the CHCO in a wide variety of situations within and outside of the Department.

Duties

The responsibilities include, but are not limited to:

  • Leads the VA HR Operations Center(s). Provides executive leadership to VA senior managers in the areas of human resources, recruitment, staffing, on-boarding, classification, position management, employee suitability, security, processing, records management, employee relations, performance, management, and employee benefits.
  • Serves as an integral part of the OCHCO Executive Leadership team and directs in setting VA workforce development strategy for HR programs and initiatives that could impact the achievement of organizational goals relevant to the delivery of services and access to care provided to Veterans across the Nation. The incumbent assesses current workforce characteristics and future needs based on the strategic plan and agency missions.
  • Makes decisions regarding resource acquisition and utilization to achieve effective and cost beneficial enterprise-wide human resources operations. Interfaces with various VA and non-VA organizations to establish HR policies, strategy, and prioritized goals which are subsequently used to guide resource allocation decisions that balance the guidance with fiscal constraints. Ensures subordinate staff and organization has sufficient staffing resources to conduct necessary business. Oversees the overall operational planning, oversight, direction and timely execution of several programs and/or program elements, while also directing the system redesign of programs as determined/needed.
  • Provides leadership and guidance to Administrations/Staff Offices in carrying out the Department and/or legislative objectives related to training and educational programs and adding new and innovative programs in these areas so that employees of all occupations receive high quality education and career development opportunity.
  • Identifies common training and development needs across the Department and ensures a systemic approach to program and service delivery, leveraging economies of scale and offering a consistent and positive return on investment.

  • VA structures its SES positions into pay bands. This is a pay band 2 position and the salary range is $151,661 to $220,200 . Exceptions to the cap of the range may be considered in certain circumstances.

TECHNICAL QUALIFICATIONS (TQs)
: Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ1: Demonstrated experience in leading a large, complex workforce through significant Human Resources initiatives with a track record of delivering effective human capital services that align with organizational goals.

TQ2: Demonstrated leadership experience in managing and directing a comprehensive Department-wide leadership and employee development program.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
