Summary

This position is in the Office of the Chief information Officer, Office of the Secretary, Department of Commerce. The incumbent serves as the Deputy Chief Information Officer for Policy and Business Management, providing executive leadership for OCIO policy, budget, performance, and operational management functions with Department-wide impact. As a senior advisor, the DCIO leads the management and oversight of the Department's Information Technology portfolio within their purview.

Duties

The incumbent serves as the DOC's DCIO for Policy and Business Management, planning and directing activities to ensure roles and responsibilities are effectively met. Specifically, the incumbent performs, leads, or oversees the following functions:
Budget & Financial Management

  • Lead the formulation and execution of OCIO budgets and coordinate IT budget formulation and execution across the Department in conjunction with the CFO/ ASA during the annual President's budget process.
  • Plan and execute the OCIO budget, financial, planning, and performance measurement activities are conducted in accordance with FIT ARA, 0MB, and DOC policy and procedural guidelines.
  • Establish financial and administrative management policies and oversee integrated, automated financial and administrative systems internal to the OCIO.
IT Governance, Policy & Investment Oversight
  • Conduct project assessments for major information system investments at key milestones to determine progress toward completion and benefit realization, chairing a Department IT Review Board to support this process.
  • Establish, monitor, and evaluate the performance of information systems, based on appropriate measures, and advise the Secretary of Commerce on whether an IT program should be continued, modified, or terminated.
  • Provide oversight of the Department's IT Portfolio performance metrics and the CIO Executive Dashboard to drive data-informed decision- making.
  • Develop and participate in issuing policies for the management of information resources throughout the Department, ensuring IT is acquired and managed in compliance with Federal Government procedures and Secretarial priorities.
  • Provide oversight to ensure information is properly managed, protected from destruction, and appropriately accessible and disseminated.
  • Provide oversight for the Program Management Office regarding planning and coordination and conduct DOC-wide IT investment and project/program reviews.
  • Lead the strategic formulation, execution, and executive oversight of OCIO acquisition and contract management lifecycles, driving accountability and enforcing compliance with FIT ARA mandates and established governance protocols to ensure all IT procurements optimize the Department's broader investment portfolio.
Operations, Performance & Risk Management
  • Serve as the senior liaison between the OCIO and the OCFO/ASA to link Office of the Secretary functions, representing the OCIO on the Enterprise Risk Management Council, Budget Formulation Improvement Team, and Capital Investment Management initiatives.
  • Direct and coordinate internal and external performance management programs and reviews, ensuring plans are directly linked to Departmental goals and objectives.
  • Direct internal control reviews, analyze program vulnerabilities, and formulate corrective actions to mitigate risks.
  • Maintain primary responsibility for developing, coordinating, and monitoring all OCIO activities related to identified organizational goals, and provide progress reports on those activities.
  • Engage the IT customer base through town halls, customer surveys, and other feedback mechanisms to improve overall customer service results.
  • Promote the use of innovative technologies to support the implementation of the Department's programs.
  • Manage the day-to-day operation of the OCIO, maintaining responsibility for human resource services provided to the general workforce, including recruiting, hiring, compensation, and benefits management.
Leadership & Workforce Development
  • Represent the OCIO on key governance bodies, including the Commerce IT Review Board (CITRB), Acquisition Council, CFO Council, CIO Council, Portfolio reviews, and the Joint Review Board (JRB).
  • Design and implement strategies that maximize employee potential, set expected performance levels, and foster high ethical standards in meeting organizational goals.
  • Promote quality through the effective use of the organization's performance management system.

Qualifications

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

  1. Executive IT Portfolio & Enterprise Financial Management: Expert knowledge of and demonstrated executive-level experience leading large-scale, enterprise-wide IT portfolios and applying federal or similar corporate budgeting concepts (including strategic planning, formulation, and execution). This includes evaluating complex IT investments, instituting rigorous financial control processes, and enforcing accountability for enterprise funding expenditures. Demonstrated ability to drive the re-engineering of corporate business processes, resolve highly difficult challenges in complex systems, and ensure IT resources are aggressively aligned with organizational priorities and performance outcomes.
  2. Strategic Business Operations & Human Capital Leadership: Expert knowledge and proven executive skill in directing comprehensive administrative and business operations within a complex federal or similar corporate entity. Demonstrated ability to establish rigorous performance measurement frameworks, optimize business functions, and apply complex laws, regulations,m and policies governing human resources. This includes leveraging workforce trends and administrative strategies to lead organizational change and foster a high-performing, agile workforce alighned with overaching enterprise goals.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
