The Deputy Chief of Operations will serve as principal advisor to the Chief of Operations in all policy, technical and operational matters related to facilities management, design, construction, risk management, physical security, emergency management and critical infrastructure protection programs.

This position serves at the pleasure of the Architect. Appointments to the Excepted Service are civil service appointments that do not confer competitive status. This position is eligible for direct hire. The incumbent in this position must be able to obtain and maintain a Top Secret/SCI security clearance. This position is designated as emergency essential. Duties

The Deputy Chief of Operations will play a pivotal role supporting the Chief of Operations and the AOC’s operational jurisdictions across the Capitol complex focused on providing consistent, high-quality support and extraordinary services to all clients and visitors. In such capacity, the Deputy Chief of Operations:

  • Assists the Chief of Operations with the operations and maintenance of the Capitol Visitor Center, the Capitol Building, the House and Senate Office Buildings, the Library Buildings, the Supreme Court facilities, the U.S. Botanic Garden, the Capitol Power Plant, the Capitol Grounds and Arboretum and other facilities and operations.
  • Provides aspirational leadership, directs and supervises key technical and administrative staff in the immediate Office of the Chief of Operations.
  • Has responsibility for coordinating major programs and initiatives supporting and enabling the operations of all jurisdictions to ensure the highest level of service for the delivery of key agency-wide services such as facilities management, utilities, tenant services, client support and visitor services.
  • Establishes and maintains a collaborative culture in which jurisdiction leadership work together to exceed customer expectations and staff respond to customer requirements, set expectations and deliver high-quality service. 
  • Implements business measures and uses a metrics-driven approach to facilities management.
  • Oversees development of written procedures, issue papers, operations reports and briefings to congressional oversight.
  • Delivers expert advice and counsel concerning facilities approaches and options that are sound and feasible in relation to goals and objectives.
  • Coordinates and hosts relevant AOC’s Facilities Management meetings. Chairs meetings on sensitive topics to resolve relevant matters.
  • Champions a culture of safety across the jurisdictions. Coordinates safety self-inspections with the Office of Safety and Code Compliance and the jurisdictions.  
  • Coordinates and leads the development of legislative proposals for the Office of the Chief of Operations and assists the jurisdictions with their legislative proposals. Collaborates closely with the Office of Legislative and Public Affairs and the Office of General Counsel on legislative proposals.
  • Works with the Office of the Chief Engineer to track AOC space allocated to AOC and develop portfolio strategies to improve space utilization, identify space needs, reduce space requirements where possible, and leverage resources.
  • Champions improvements and helps create an environment for the AOC’s operational jurisdictions to develop and share best practices and innovative approaches to facility management, customer support and visitor services. 
  • Builds and maintains relationships with internal organizations and customers to ensure all facilities management activities are synchronized and delivered effectively.
  • Works closely with other Senior Rated executives from the jurisdictions and other AOC offices to include the Office of the Chief Engineer, the Office of the Chief Financial Officer, the Office of the Chief Administrative Officer and the Office of the Chief Security Officer on major initiatives that require executive leadership and oversight. Provides sound advice and guidance on facilities management relevant to the AOC. 
  • Attends leadership and oversight meetings in the absence of the Chief of Operations or when scheduling conflicts exist.
  • Briefs senior leaders, foreign delegations and Congressional committees on aspects of AOC operations and facilities management. Represents the Chief of Operations in managing the relationships between the AOC and stakeholders.
  • Teams up and collaborates with other Senior Rated executives on budget formulation and execution.
  • Excels in a fast-paced work environment, and performs effectively under dynamic conditions such as directional changes, tight deadlines and limited resources. Organizational skills and the ability to multitask are essential.
  • Must possess excellent interpersonal, organizational, conflict resolution and writing skills as well as the exercise of discretion, independent judgment, political acumen and trusted executive handling of confidential information. Must possess strong analytical and problem-solving abilities. Must be comfortable analyzing data for insights and presenting findings to varying audiences. Demonstrates ability to sharply articulate findings to senior leadership and a passion for driving service excellence.   

Candidates must have proven executive leadership experience in delivering relevant comprehensive operational facility management services. A demonstrated aspirational leader who can build coalitions internally and externally to achieve strategic goals in a dynamic, operational environment of concurrent and competing priorities is essential. Must also possess the ability to motivate and manage a diverse, multidisciplinary staff.

Professional Technical Qualification (PTQ):

PTQ1: Demonstrated knowledge and experience managing a large and complex portfolio of federal facilities, including enterprise-wide facilities management, budgeting, planning, operations and maintenance, and oversight of renovation projects within historic structures that must remain operational while construction takes place.

PTQ2: Demonstrated executive level experience maintaining communication and building cooperative working relationships with a range of diverse stakeholders, including other senior leaders within the organization, customers the organization serves, and may have included congressional oversight or comparable bodies.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual for General Engineering:

General Engineering, 0801

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.

Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Or applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual for Architecture:

 Architecture, 0808:

1. Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

2. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:

  • 1. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph 1. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.
  • 2. Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
