Summary

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Chief of Staff (CoS). The incumbent serves as the Deputy Chief of Staff (DCoS). This is a supervisory position.

Duties

DUTIES AND RESPONSIBILITIES:

  1. Serve as the Deputy Chief of Staff (DCoS) assisting the Chief of Staff (CoS) with reviewing matters of organization-wide significance to ensure that procedures, processes, and operational plans are in accordance with the policies and plans of the Assistant Director (AD).
  2. Assist the CoS in supervising the functions of the IHSC Office of Communications.
  3. Assist the CoS in the day-to-day conduct of the IHSC staff programs and mission elements.
  4. Assist the CoS in the review of proposals, actions, inspections, products, reports and plans prepared by the staff and mission elements.
  5. Summarize issues verbally and in writing to support the prioritized scheduling of daily and weekly events for the office and review correspondence for and from senior leadership for accuracy, content, and responsiveness.
  6. Draft and edit policy, correspondence, briefings, and reports for accuracy, clarity, completeness, and continuity.
  7. Assist in the evaluation of policies and directives and make recommendations on actions necessary to establish the framework of organizational policies.
  8. Participate in internal briefings or meetings where management issues are discussed to increase awareness of such issues.
  9. Conduct or coordinate research, studies, or evaluations and make recommendations.
  10. Engage in benchmarking activities to develop greater knowledge and understanding of management best practices relevant to topics addressed in other work assignments
  11. Assist the CoS in ensuring communication between committee meetings, setting agendas, creating initial drafts of communications to key strategic team members, and helping to prioritize plans for addressing issues impacting progress towards initiative benchmarks.
  12. Handle sensitive/confidential personnel requirements and assignments.
  13. Help assure the new technical, operational, and managerial plans and programs are coordinated within the chain of command and across inter-agency lines, as appropriate.
  14. Provide a wide range of administrative continuity/support to advise the CoS on organizational issues to include prioritizing and tracking work assignments.
  15. Utilize a variety of reporting systems that allow for a timely flow of necessary data into the office of the AD from all relevant divisions, units, and direct reports.
  16. Additional duties as assigned.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Graduate degree from an accredited institution (e.g., MA, MS, PhD, JD).
  2. Applicant must be able to qualify for ICE security clearance.
  3. Strong administrative experience and ability to effectively supervise staff to achieve goal direct outcomes.
  4. Ability to assess, plan, organize, and complete multiple tasks and responsibilities simultaneously.
  5. If applicant is a license healthcare professional, must have and maintain:
    1. A current unrestricted license to practice in any U.S. State or Territory
    2. American Heart Association Basic Life Support for Healthcare Provider certification
  6. Correctional Health Professional (CCHP) certification strongly preferred, but not required.

Additional information

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Chief of Staff (CoS). The incumbent serves as the Deputy Chief of Staff (DCoS). This is a supervisory position.

The office of the CoS is responsible for employing program management practices and resource strategies to sustain the IHSC health care system while consistently looking for solutions to increase efficiencies, reduce costs, and improve employee morale. The CoS represents the IHSC Assistant Director (AD) and serves as the principal advisor to the AD on major issues and challenges affecting IHSC. The DCoS will assist the CoS with integrating and synchronizing all aspects of mission support, mission operations, and the formulation and publication of all governing documents.

IHSC has a multi-sector, multidisciplinary workforce of more than 1,700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. IHSC provides on-site direct patient care to ICE detainees at 17 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional facilities, with a combined length of stay of about 30 days, and over 400,000 detainees transition through these facilities annually. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and sea.
