Summary
The primary purpose of the VHA ORH VRHRC SLC Operations Director is to provide guidance, supervision and support for the ORH congressional mandate found in Public Law 38 USC 7308, i.e. to 1) improve understanding of the challenges rural Veterans face, 2) identify disparities in the availability of health care to rural Veterans, 3) formulate practices and program to deliver healthcare to rural Veterans, and 4) develop special practices and products for the benefit of rural Veterans system-wide.

Duties
Major duties and responsibilities include:
- Develop long and short-range policies and plans for the organization.
- Identify needs and potential issues/concerns and devise flexibilities in operations and constructive, cost-effective approaches to the resolution of problems.
- Serve on various Center strategic planning committees and on-site meetings with other agencies and program officials.
- Supervise and assist in the annual report and budget processes.
- Supervise interactions pertaining to the operations of the VRHRC-WR including: human resources, facility management, financial services, etc.
- Establish minimum standards for quality and productivity, direct program implementation, and provide leadership to promote the development and productivity of all employees supervised.
- Evaluate performance of employees under immediate supervision and initiate appropriate action to reward, guide, counsel, instruct, etc.
- Maintain awareness of available resources and make recommendations to the Executive Leadership Team of the VRHRC-WR regarding needs, distribution, or redistribution of resources.
- Develop, implement, monitor, and adjust plans to effectively and cost-efficiently accomplish the mission within budgetary constraints.
- Participate in public speaking engagements, meetings, and public relation events.
- Establish and maintain good relations with various civic and professional groups, service organizations, accredited agencies, volunteer work groups, news media, and the community at large as well as individual contacts with patients, visitors, and individuals of the community.
- Develop and coordinate internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting regulatory requirements.
- Make policy recommendations concerning such matters as improvement of healthcare access, technology evaluation and deployment, and collaboration with community entities, academic institutions, and other federal agencies.
- Investigate and respond to employee grievances and dissatisfactions in order to resolve conflicts.
- Represent management at labor management meetings and ensure management officials are familiar with all negotiated agreements.
Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2024.
Time-In-Grade-Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks as a GS-13. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirements
Degree: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
AND
In addition to meeting the basic requirement described above, you must also meet the following specialized experience requirement to qualify for this position:
SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to at least the GS-13 level in Federal service that has equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of as Deputy Director, GS-0601-14. Specialized experience includes: Knowledge of the range of administration laws, policies, regulations, and precedents applicable to the administration of one or more important public programs; Knowledge of relationships with other programs and key administrative support functions within the employing agency or other agencies; Skill to plan, organize, and direct team study work and to negotiate with management; Ability to coordinate and control programs and resources to balance administrative and clinical functions in the healthcare delivery system; Knowledge of basic health care management principles and practices; Experience with administrative service operations in the healthcare delivery system.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
