The Deputy Director provides leadership in planning, directing, and implementing national programs which focus on addressing the rights and obligations of employers and employees as they pertain to employer-sponsored pension and health care benefits; informing consumers about various health and pension issues; and promoting participation by the public in personal savings for retirement.

Duties
Major duties include but are not limited to:
- Provide executive-level management and conduct thorough reviews of five major OEA program components, including the Division of Field Operations & Technical Assistance, Division of Consumer & Compliance Outreach & Assistance, Division of Legislative Policy Analysis, Division of Employee Ownership, and the Program Administrative Unit.
- Ensure that the Office of Outreach, Education, and Assistance contributes input and feedback on proposed new or revised policies, strategies, and procedures. Conduct stakeholder engagement activities and deliver outreach and education presentations and trainings.
- Update and maintain Standard Operating Procedures, budgetary performance documents, transition materials, and outreach, web, and social media content related to the outreach, education, and assistance program.
- Engage, liaise, and coordinate with senior and executive staff from other DOL and governmental agencies on issues affecting EBSA's programs involving ERISA and related laws.
- Represent EBSA in matters of outreach, education, and assistance with advocacy groups, trade associations, media, and other interested parties.
- Lead the development of national policies and strategies designed to achieve EBSA's goal of educating participants, fiduciaries, and service providers about their rights and obligations under ERISA and related laws.
- Develop and recommend positions, policies, and priorities to EBSA leadership to advance EBSA's outreach, education, and assistance program.
- Manage the ERISA Management System (EMS/TAIS) and other data systems to ensure data integrity and accurate capture of inquiry and outreach results. Facilitate access to EMS/TAIS as needed.
- Perform other related duties as assigned.

Qualifications
You must meet the Specialized Experience to qualify for the Deputy Director position, as described below.
For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experienceis the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience for this position includes:
- Experience using expert analysis of laws such as the Employee Retirement Income Security Act (ERISA) and healthcare laws to identify, engage, and educate participants, fiduciaries, and service providers.
- Experience drafting and preparing educational content for dissemination (website, social media, presentations).
- Experience providing technical support and training to advance the participant and compliance assistance programs.
- Experience developing short and long range national and regional program goals.
Education
There is no substitution of education for the required specialized experience for this position at the GS-15 level.
