Duties
In concert with the Director of Facilities Management (FM), develops goals and long-range plans for the Office of Facilities Management and Reliability (OFMR) involving organization strategy and performance, as well as the allocation of resources, including personnel, funds, and space. Develops procedures through which better use of resources can be achieved. Suggests, makes, or directs management studies in such areas. Refines or expands proposals as required or oversees the implementation of those approved proposals. Provides staff advice, in-depth guidance, and overall assistance to the Director, Associate Directors, managers and supervisors at all levels in a wide variety of areas of management, organizational planning, and staff development.
Manages the development of policies and procedures relating to OFMR functions and activities. Engages in negotiations with organizations to ensure implementation and effective operation of such policies and procedures. Makes decisions on organizational improvements needed as a result of periodic analyses and evaluations of organizational success in meeting goals and objectives.
Oversees and administers federal appropriations and Trust funds for OFMR Facilities and Logistics Support functions across the Smithsonian Institution (SI), ensuring the presence and application of adequate control systems to monitor expenses and that such expenses do not exceed budgeted amounts. Adheres to financial management policies and procedures contained in relevant policies, directives and manuals.
Participates and/or represents SI in high-level policy meetings, making significant contributions on matters pertaining to facilities management activities. Accompanies leadership or represents SI on facilities management programs and activities before SI senior management, Regents, Congressional Committees, other jurisdictional entities, and professional associations. Interacts with the National Park Service, General Services Administration, U.S. Postal Service, Dept. of Transportation, and other public sector organizations. Takes on the overall responsibility and provides executive leadership to ensure effective operation of all IT functions in conjunction with the business and operational objectives of OFMR. Liaise with FM and OCIO decision-makers to identify, recommend, develop, implement, and support cost effective technology solutions for all aspects of the organization.
Asset Management Division:
Responsible for analyzing SI's facilities systems and equipment reliability, and developing proactive maintenance, surveillance, and operating procedures and engineering design solutions.
Provides expert advice in the management and oversight of maintaining, operating and repairing SI’s complex facilities, systems and structures. In conjunction with OPDC, OCON&PPM and OSHEM, validates facilities requirements for major design and construction initiatives that impact the operations, maintainability and reliability of all SI facilities. Oversees and manages SI's Facility Condition Assessment process. Serves as the principal liaison between OFMR and the other entities regarding facilities engineering, technical design issues and building commissioning.
Primarily responsible for providing technical engineering support, project management, contract oversight and professional supervision of facilities systems, projects, and contracts.
Facilities Resilience Division:
Manages the development, implementation and updating of energy management plans and processes including the identification of SI-wide targets to reduce consumption and lower greenhouse gas emissions. Monitors initiatives of Federal agencies and other organizations to identify best practices and to develop or adapt and apply new techniques, methods and processes across the Smithsonian.
Oversees the formulation of policies and procedures to implement the overall SI sustainability and recycling efforts. Assesses new requirements, reviews existing processes and procedures, and develops and implements new action plans, programs and methods to improve operating policies and procedures. Applies in-depth understanding of Federal, state and local requirements to promote a healthy environment. Compiles and analyzes Institution-wide data on performance relative to sustainability benchmarks and targets.
Museum Support Services Division:
Responsible for mail services, fleet management, passenger and cargo transportation, warehousing and facility management which enables SI's mission. Partners with leased property management to maintain the facility, safeguarding collections and staff. Provides overall management of mobile assets including acquisition and disposal. Provides oversight and guidance for all SI units on Postal matters including offsite mailing centers located at several facilities. Performs warehousing activities and operates the Smithsonian’s primary Shipping and Receiving Office.

Qualifications
BASIC QUALIFICATIONS
Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a degree in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four-year course of study in an applicable subject matter field.
SPECIALIZED EXPERIENCE
In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. The experience includes managing an extensive facilities and logistics services program; or managing business operations that includes workforce management, transportation, mail, audio visual, and information technology services; and managing life safety, high voltage, and utility management and sustainability programs.
The applicants that meet the basic qualifications will be evaluated further against the following criteria:
1. Skill in leading a large and complex facility management program to include functions such as facilities asset management, facilities project management, transportation and logistics, and energy and utilities management.
2. Knowledge and skill in executive level program planning, budgetary process, and resource management including developing program/performance tracking and upward reporting systems and establishing results-based performance measures.
3. Possess strong interpersonal and communication skills to build relationships and negotiate solutions that address varied and complex, and occasionally opposing interests among varied audiences.
4. Skill in leading, supervising, and managing a multi-disciplinary and talented workforce, including fostering teamwork and high morale, as well as attracting, retaining, and motivating employees.
