Summary

The Department of Energy is looking for a dynamic, innovative, seasoned executive to lead the Cyber Directorate in the Office of Intelligence and Counterintelligence (IN). IN advises policymakers on threats to and opportunities for US national security in the cyber, nuclear, energy, and a number of science and technology fields. We deliver unparalleled scientific and tecnical intelligence, capabilities, and expertise to secure the nation in a dramatically changing world.

Duties

The Deputy Director fulfills two principal responsibilities.

First, you will be responsible for the secure operation and accreditation of all Top Secret (TS), Secret Compartmented Information (SCI), and Restricted Data (RD), for the Department of Energy (DOE), National Nuclear Security Administration (NNSA) information technology systems at headquarters and in the field at the geographically dispersed offices, in accordance with DOE and Intelligence Community (IC) requirements.

Second, you will oversee cyber analysis and related activities that (1) provide support to DOE's counterintelligence activities, and (2) provide support to DOE and NNSA Chief Information Officer (CIO) activities to inform their decisions about how to protect other DOE networks (including the Power Marketing Administrations), the private energy sector (through the Office of Electricity and the Office of Cybersecurity, Energy Security and Emergency Response) and other elements of the energy sector as appropriate, and to help inform the Intelligence Community's cyber community.

The Deputy Director for Cyber will focus the talents and resources of a large number of cleared experts throughout DOE on emerging cyber and information technology (IT) challenges. The position involves both the CIO functions for the Office, as well as DOE's cyber support to the Intelligence Community, the Department and the energy sector.

  • Subject to the requirements of Intelligence Community Directive (ICD) 712, "Requirements for Certain Employment Activities by Former Intelligence Community Employees."
  • Frequent local travel from headquarters and to DOE field locations is required.
  • May be available to work beyond the normal 8-hour workday and report to the assigned duty station during off-duty hours, particularly in times of crisis.
  • Work is performed in a windowless Sensitive Compartmented Information Facility (SCIF) environment, primarily in an office setting with everyday risks.

Qualifications

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Experience in leading a national security or intelligence-focused organization to develop national level cyber analysis, research, and tools in support of senior officials and policymakers.

TQ 2: Experience in leading a team that developed, operated, secured, and accredited federal information technology systems for a geographically-dispersed large organization.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

  • ECQ 4: Leading People - Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
