Duties

  • Directly supervises personnel dedicated to the accomplishment of Digital Development & Management support functions in accordance with the organization's policies & applicable laws; prepares plans to meet substantial changes in workload and proposes and justifies revisions in staffing levels, work priorities & deadlines; assigns responsibilities & work to subordinates; develops performance standards & conducts appraisals; identifies developmental & training needs of employees; provides and/or arranges for needed development and training; & mentors employees through development.
  • Plans & assigns work, sets priorities, advises employees on program goals & objectives, & makes decisions on work problems presented by subordinate employees.; discusses implementation of changes, resolution of problems & plans work methods of staff members; & keeps employees informed of management goals & objectives & higher-level supervisors informed of employee concerns.
  • Initiates requests to fill vacancies, approve overtime, & initiates formal requests & recommendations for promotion, reassignment, outstanding performance and other personnel actions; interviews candidates for positions in the Compensation Service (CS) & recommends appointment, promotion, or reassignment to such positions; initiates, reviews & signs job descriptions; participates in position management & classification surveys; reviews work methods & organization & position structures to achieve optimum results; & approves and disapproves leave & investigates suspected abuse of sick leave.
  • Receives formal grievances from subordinates; holds corrective interviews with subordinates, takes or recommends disciplinary action; orients new subordinates; determines training needs.

  • Provides technical guidance while overseeing the CS digital footprint, including but not limited to SharePoint, Power Platform, & web services; & expands the ability to leverage technology to develop solutions to meet CS and agency requirements, ensuring solutions align to governance policy.
  • Maintains & executes applicable provisioning, configuration, and decommissioning policies & procedures for SharePoint Online solutions; develops & customizes SharePoint Online solutions using SharePoint Designer, Power Apps, Power Automate (formerly Flow), & Power BI; administers SharePoint Online site collections, including permissions management, content management, & site configuration; & configures & maintains integration between SharePoint Online & other Office 365 applications, such as Teams & OneDrive.
  • Collaborates with agency stakeholders to gather requirements & design innovative SharePoint solutions that leverage the Power Platform; designs & implements Power Apps & Power Automate solutions to automate processes & improve efficiency; troubleshoots & resolves issues related to SharePoint Online & the Power Platform, including upgrades, migrations, & outages; & stays up to date with the latest trends, features, & best practices in SharePoint Online & the Power Platform.
  • Troubleshoots problems associated with Internet/Intranet Web applications and/or Internet/Intranet web pages & monitors the health & security of the Internet/Intranet web servers; oversees maintenance, security updates & administrative work to keep Web-related servers operational; & participates in the development of technical architecture of Internet Web sites including scripting, database design & user interface design & also researches & creates scripting/programming for Website features.
  • Communicates with other personnel regarding technical requirements of Internet/Intranet Web sites and/or upcoming projects or events related to the Internet/Intranet Web sites; keeps abreast of current web practices to make sure websites and social media pages stay as innovative & fresh as possible; remains current with the latest web-security techniques & best practices to diligently protect CS & its data; coordinates & schedules site projects & upgrades; & maintains personal proficiency with duty-required technology, tools & hardware advancements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/22/2025.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
  • For a GS- 14 position you must have served 52 weeks at the GS- 13level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
  • Specialized Experience is experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically in or related to the work of the position to be filled.
  • Specialized Experience for GS-14: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is characterized by hands-on experience with information resource planning and application of technology. It includes a thorough knowledge of electronic tools and systems often used within the government space, such as Office 365, SharePoint, and Power tools. This involves in-depth experience with, at a minimum, design, development, and maintenance/troubleshooting
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work Is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries working papers and siml1ar items to and from meetings. A moderate amount of standing and walking Is required in getting to and from meeting places away from the worksite. No special physical demands are required.

  • Serves as the CS Records Liaison Officer (RLO) & is responsible for the review of records to ensure requests for disposition & disposal of documents comply with the policy & procedures outlined in the Records Management Standard Operating Procedure (SOP); responsible for ensuring that all employees in CS understand the correct disposition & disposal policy & other records management materials & know & understand where to locate information pertaining to VBA's records management policy & procedures; & maintains a local records incident report utilizing the procedure outlined in the Records Management SOP & report incidents of non-compliance immediately upon knowledge of the incident utilizing the procedure outlined in the Records Management SOP.
  • Is responsible for the CS Freedom of Information Act (FOIA) & the Privacy Act (PA) Officer duties receiving all FOIA/PA requests & determining whether to process as FOIA, PA request, or both and taking appropriate subsequent action as outlined in the FOIA/PA Standard Operating Procedure (SOP); maintains a working knowledge of the legal authority, laws, and VA regulations concerning the disclosure & release of records/information under FOIA/PA; conducts a monthly walk-through assessment of CS or coordinates with an alternate to perform the walk through, documenting findings on privacy compliance, & providing a copy to CS leadership; & ensures TMS course (VA10176), VA Privacy & Information Security Awareness & Rules of Behavior (ROB), is completed by all new employees within 30 days of assignment to CS.
