Job Description (Please follow all instructions carefully)

Summary

This Senior Level (SL) Position is a Tier 1 within the Department of the Army. Salary for Tier 1 positions within the Army are normally between $193,819 and $204,000. This SL position is in the excepted service.

Duties

Serves as a senior Army expert, advising the senior Army leadership and the Commander, USALSA, on civil law and litigation in general and significant matters in particular including military and civilian personnel litigation, commercial litigation, regulatory and intellectual property law, FOIA/Privacy Act litigation, tort litigation, contract litigation and appeals, and environmental litigation. Incumbent receives general direction from The Judge Advocate General, The Assistant Judge Advocate General, and the Commander, U.S. Army Legal Services Agency (USALSA), who outline broad basic policies and objectives and consult with the incumbent on various technical and specialized matters relating to civil law and litigation. Work is reviewed in terms of overall effectiveness in accomplishing missions and anticipating future requirements. Serves as the Principal Assistant to the Commander of USALSA on civil law and litigation matters and is responsible for making policy recommendations and providing technical supervision of four active litigating divisions with over 100 attorneys and paralegal support staff.

  • The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision making process.

TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A narrative statement specifically addressing the mandatory technical qualification. Your TQ write-up must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages total. TQ using 12 pt., Arial or Times New Roman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

TQ1: Demonstrated ability in advising senior leaders on highly sensitive federal civil law and litigation matters brought in federal courts; and, in leading teams of legal experts in highly complex federal court litigation; and, extensive knowledge and legal experience in federal civil procedure; and, in serving as a subject matter expert in federal court litigation. Expertise in constitutional challenges and military personnel litigation highly preferred.

  • A sworn (notarized) statement stating the applicant is a member in good standing of the Bar of the state, territory of the United States, District of Columbia, or the Commonwealth of Puerto Rico, together with a sworn (notarized) statement by the candidate that his/her fitness to practice law or conduct as an attorney have never been challenged in any jurisdiction, OR, if either has been challenged, a sworn (notarized) statement concerning the facts and circumstances together with any explanation the applicant may deem appropriate.   • Law School Transcripts. All attorney positions have a minimum requirement of completing a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) or Master of Laws (LL.M.) from an accredited school (accredited by the American Bar Association (ABA).
  • Copy of two (02) professional writing samples authored by the applicant.
