Summary

Duties

Director, Extramural Research Directorate is responsible for setting and executing the nationwide extramural research agenda and programs on Army focused basic research in the biological and biotechnology; electromagnetic spectrum; energy; information; humans in complex systems; mechanical; network, cyber, & computational; photonics, electronics & quantum; extreme materials; terminal effects; and weapons sciences to provide critical enhancements to current warfighter needs and revolutionary advances required for technological dominance of the future force with emphasis on the Army's Modernization Priorities.
Manages an annual Summary Proposal Budget (ARO) budget exceeding $253M, providing full life cycle management from topic formulation through scientific and fiscal program execution, and technology transition initiation for more than 1,700 grants and contracts performed by approximately 3,500 researchers at approximately 300 universities and businesses.
Responsible for oversight of the entire ARL extramural 6.1 program. Serves as a member of high-level executive scientific and technology committees and groups at the international, national, OSD, DA and other Federal Agency levels, providing technical expertise and influencing executive- level policy and programs. In excess of $253M annually.
Exercises line authority and technical direction over the total office program. Director, Extramural Research Office serves under the supervision of the Director, DEVCOM ARL, who provides guidance in terms of broadly defined Army, AFC, CCDC & ARL policies, mission and functions.
Responsible for a workforce of approximately 65 civilian professional, scientific, administrative, technical, and support personnel including 2 STs and 4 DB-Vs; 1 military; and approximately 30 contract personnel. Civilian S&T workforce consists of DB-02/03/04 (GS07-15 equivalent), primarily at the DB-03 level

  • The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process.
  • Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army.
  • Acquisition Work Requirements: This is a Critical Acquisition Position. Unless specifically waived by the appropriate Army official, (i.e., the Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), these are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737)

Qualifications

**To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), and other qualifications, if applicable (such as Education - see below). 1. Executive Core Qualification (MANDATORY SUBMISSION): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12 pt, Arial or Times New Roman with 1-inch margins.

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification.

2. Technical Question (MANDATORY SUBMISSION): A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12 pt. Arial or Times New Roman with 1-inch margins. How You Will Be Evaluated
