Summary
The Office of Employee Development (OED) advances workforce capability by providing high-quality, innovative, and cost-efficient learning solutions for employees across Interior. The position reports to the Deputy Assistant Secretary for Human Capital, Learning and Safety within the Office of Policy, Management, and Budget.
This is a category 3 SES position; minimum pay $197,200; final pay based on current salary and factors.

Duties
The Director of the Office of Employee Development provides executive leadership and strategic direction for Department-wide training, workforce development policy, leadership development, and talent management integration. The Director leads OED in delivering an integrated, modern, and highly effective learning and professional development ecosystem across the Department. The Director operates with broad authority and independence, determining strategies, setting priorities, and initiating actions consistent with Departmental policy under the oversight of the DAS-HLS.
Responsibilities Include:
- Providing executive leadership for Department-wide training, leadership development, and workforce development strategies.
- Serving as the principal advisor to the DAS-HLS and senior Department leadership on training policy, leadership development, workforce capability strategies, and technology-enabled learning innovations.
- Leading OED as a nationwide shared service for the Department, including implementing change-management efforts and organizational-development initiatives to establish OED's culture, service offerings, operating processes, and program portfolio.
- Designing and overseeing innovative, scalable training programs-including AI fluency and responsible AI use-to enhance workforce capability and support mission outcomes.
- Partnering with Interior Bureau and Office leadership, the Office of Human Capital, the Office of the Chief Information Officer, and other internal stakeholders to identify competency gaps, emerging skill needs, and opportunities for strategic training investment.
- Overseeing and directing the design and implementation of marketing strategies, communication materials, and outreach mechanisms to ensure broad workforce visibility and understanding of OED services, training courses, and other learning offerings.
- Leading modernization of training tools, platforms, and delivery methods to create seamless, engaging, user-friendly learning experiences that leverage virtual learning, advanced digital platforms, and adaptive technologies in addition to in-person trainings.
- Identifying opportunities to consolidate or streamline training programs, improve cost effectiveness, and eliminate unnecessary redundancies.
- Ensuring integration of training programs with the Department's and OPM talent management systems and workforce planning strategies.
- Participating in meetings and collaborative activities of Chief Learning Officer Community of Practice to support federal-wide learning innovation and alignment.
- Building, staffing, and managing the OED workforce through effective recruiting, hiring, placement, and performance management activities.
- Managing and overseeing the OED budget, contract vehicles, procurement actions, and other business operations, with support from the OED Chief of Staff and other personnel.
- Overseeing performance measurement, benchmarking, and analysis of training effectiveness, including operations of the Department's learning centers.

Demonstrated experience leading enterprise-wide learning, workforce-development, or other similar strategies that align training, leadership development, and capability-building with mission needs, supported by strong governance, policy development, and performance measurement to ensure consistent, high-quality learning across diverse organizational entities.
- TQ 2 - Building and Leading High-Performance Teams. Proven ability to build, develop and lead high-performing teams, foster partnerships and drive innovation through change management initiatives to include modernizing operations, technologies, and communication mechanisms.
Your two-page resume should also show that you possess the Executive Core Qualifications listed below: By statute, the Office of Personnel Management prescribes Executive Core Qualifications (ECQs) for the appointment of career SES members. The ECQs were designed to assess executive experience and not technical expertise.

- ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.
- ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
- ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Qualifications will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken. Typically experience will have been gained at the GS-15 or equivalent in the private sector or non-governmental organizations.
Already SES Certified? If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, you only need to submit a two-page resume and personnel action showing you have held a career SES position. SES CDP graduates must submit a two-page resume and a copy of their CDP program certification with their package.

SES does not have Veteran's Preference and time in grade restrictions. Competitive status is not required.
Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
The Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. Pay is set based on consideration of the selectee's current salary and other factors.
