Summary

The National Disaster Medical System program supports the federal medical response to natural or manmade disasters, including hurricanes, earthquakes, floods, transportation accidents, and terrorist acts involving weapons of mass effect (WME).

Duties

ABOUT THE POSITION
This position serves as the Director of the National Disaster Medical System. The NDMS Program is within the ASPR Center for Response (CFR). The incumbent provides oversight of the NDMS in support of the CFR mission to ensure efficient and effective coordination of Departmental efforts to prepare for and respond to and recover from public health and medical emergencies. Specific duties and responsibilities include:

  • Oversight and management of the NDMS system, to include not only the assets and personnel of the HHS NDMS program, but also the senior level engagement across government with NDMS system partners at the senior executive level to plan, organize, and execute on the multiple roles NDMS has in national level responses to include the provision of medical care, establishment of medical shelters, identification of deceased persons, the management of mass fatalities, and the movement of casualties, both civilian and military in large scale disaster scenarios. The position requires the ability to represent the program and the agency at White House led meetings such as National Security Council (NSC) Interagency Policy Committees (IPCs), sub-IPCs and other task forces or gatherings. Additionally, the incumbent engages with health system leaders of the 1900 civilian hospitals that comprise the NDMS Definitive Care Network.
  • Develops practices and programmatic activities to ensure the NDMS program meets current and future missions through evidenced based inquiry, coordination with other elements of the national response to include NDMS partner agencies, DoD, VA, and the DHS inclusive of FEMA, and through recommending and implementing lessons learned and best practices from previous responses, both domestically and overseas.
  • Collaborates across agency programs and departmental staff and operating divisions to maximize collaboration and support unified departmental response to disaster situations.
  • Manages resources effectively, including the full-time and intermittent workforce, the materiel resources assigned, as well as appropriated funds.
  • The incumbent manages the NDMS. Provides executive leadership in a proactive, customer-responsive manner consistent with ASPR vision and values to effectively communicate program issues to external audiences. Ensures financial and managerial accountability by acting with prudence when executing fiduciary responsibilities. Demonstrates high integrity and adheres to the highest ethical standards of public service. Uses effective business practices including balanced measures of results, values, and invests in each employee, emphasizing empowerment and two-way communication.
  • Fosters collaboration within NDMS, ASPR, and the Department and demonstrates a commitment to Departmental initiatives. Provides leadership by innovating, advocating for and advancing the priorities of the Department and state of preparedness. Sets collaborative, innovative climate by encouraging teamwork and a collaborative approach. Maintains and provides timely notification of key parties of all significant events, including but not limited to those related to regulatory matters, legislative matters, budget matters, reports, initiatives, and events and ensures subordinate managers do the same. Demonstrates a commitment to the current Secretary's Strategic Plan and current priorities.
  • The Director, NDMS is responsible for furthering EEO by exercising leadership that ensures all programs under their direction reflect the principles of workforce diversity in their management and operation in such areas as recruitment and staffing, employee development, staff assignments, and communications.   • This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.
  • Executive qualifications must be approved by OPM before appointment can be effected. If you are selected, you will be responsible for working with an HHS Executive Consultant, or QRB Writer to develop an ECQ narrative for submission to OPM

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.


All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Mandatory Technical Qualifications (MTQ's):

This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.

Demonstrated experience in emergency management at a senior level for conduct of public health missions in disasters, medical care delivery in large-scale incidents, and support to healthcare systems in crisis. Proficient in developing, implementing, and evaluating disaster response missions, particularly in the context of significant public health and medical emergencies
  2. Provides executive leadership for oversight of operational programs in a proactive, customer-responsive manner consistent with financial and managerial accountability, high ethical standards of public service, effective business practices, and investing in each employee. IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

Additional information

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

Probationary Period:

An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
