Duties
The Director, Office of Unfair Import Investigations, has responsibility over a wide array of legal and administrative matters related to Section 337 of the Tariff Act of 1930 and Section 603 of the Trade Act of 1974, internal control processes, and executive management issues. The incumbent will be responsible for representing OUII, and at times the Commission, at various Commission and interagency meetings and negotiations, as well as at meetings with Congressional staff and the private sector. The incumbent must be an attorney in good standing and will be expected to direct and provide a full range of legal advice and services concerning the conduct of administrative litigation of alleged unfair import practices under Section 337 of the Tariff Act of 1930, preliminary investigations of possible violations of Section 337 under Section 603 of the Trade Act of 1974, intra-agency enforcement of outstanding Commission orders under Section 337, and other investigative activities assigned by the Commission or the Director of Operations.
The incumbent manages/directs the work of the Office through subordinate GS-15 Supervisory Attorneys in accomplishing the following functions:
- The Director of OUII exercises broad executive management authority to ensure that internal controls and processes are established, followed, reflect appropriate statutory responsibilities;
- Provides expert advice and counsel on a broad spectrum of international trade and related matters. Represents the Commission before high-level officials of Federal agencies for the purpose of securing cooperative agreements;
- Develops, coordinates, and implements a human capital plan for OUII to ensure that the Office is equipped with sufficient resources and staff possess appropriate skills to fulfill OUII's responsibilities;
- Directs the evaluation of OUII's practices and policies, ensures that OUII's actions meet or exceed agency priorities and performance goals, and adjusts OUII's practices and processes in response to evolving agency missions and goals;
- Serves as a member of the Executive Management Council. Work collaboratively to develop annual and long-range budget justifications for major USITC and OUII expenditures that reflect strategic and budget goals;
- Helps establish, lead, and manage comprehensive strategic and long-range planning processes to foster the effective management of Commission resources to achieve stated goals, enhance program support, and improve the delivery of customer service;
- Performs other duties as assigned.

Qualifications
To qualify at the SES level, you must have specialized experience obtained in the federal or private sector. Specialized experience would include progressively responsible professional experience sufficient to show a normal level of progression and senior-level knowledge of the occupation. It should include specific experience: (a) in analyzing agency-wide issues such as strategic planning, budget, human capital analysis, and/or enterprise risk management, (b) supervisory or project coordination assignments that required developing creative and effective analytical approaches to international trade and/or agency-wide issues and (c) experience communicating with high-level officials and internal and external stakeholders.
Applicants must have earned a professional law degree (Juris Doctor) from a law school accredited by the American Bar Association.
In addition to the specialized experience and educational requirements above, applicants must currently be a member in good standing of the Bar of a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

EXECUTIVE CORE QUALIFICATIONS (ECQs): All new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. As a basic requirement for entry into the senior executive service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector. Your application should demonstrate that you possess the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in SES positions such as:
- Leading the work of an organizational unit
- Ensuring the success of one or more specific major programs or projects
- Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance
- Supervising the work of employees, developing policy and other executive functions
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must address the ECQs. Your resume should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions.

Education Requirement:
All applicants must possess a first professional law degree: J.D. or LL.B from an American Bar Association Law School, or equivalent training. Equivalent training is training permitted in some states in lieu of attendance at a law school. To be acceptable, this training must be of the kind and nature required by the state in which the bar exam is taken. Required Documents
1. Resume: All applicants are required to submit a resume limited to two (2) pages (i.e.1 page that is double-sided or 2 pages that are one-sided each) showing all relevant experience. Applicants seeking initial career appointment to the Senior Executive Service (SES) must include evidence of the ECQs .

6.
