Summary

As a Director for Workforce Relations and Performance Management (WRPM), you will supervise, plan, organize, implement and direct human resources (HR) activities associated with the OCC's employee relations, field consulting, performance culture (performance management, Work-Life programs, leave programs, and employee retention related to WRPM program areas), medical records, Drug Free Workplace, and Anti-Harassment program.

Duties

As a Director for Workforce Relations and Performance Management, you will:

  • Oversee development and provide expert interpretation of policies, practices and procedures governing OCC's employee relations programs and performance culture programs.
  • Determine Workforce Relations and Performance Management-related communication and education needs of managers, employees and Human Resources staff; develop programs for addressing those needs; and with Continuing Education oversee the implementation of any requisite training.
  • Monitor the effectiveness of OCC's employee relations programs and performance culture programs to ensure that they are meeting agency objectives and are in compliance with policies.
  • Lead, motivate and develop a staff of employees. Monitor the progress of assignments and evaluate training/developmental needs.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

  • Complete a one-year probationary period (unless already completed).
  • Complete a one-year supervisory or managerial probationary period (unless already completed).
  • Complete a background investigation (unless already completed).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Travel occasionally to attend conferences and/or training.
  • File an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VI band level. Examples of specialized experience for this position include:

  • Applying Federal Human Resources, laws, regulations and policies sufficient to provide technical oversight and direct the activities of subordinate staff in the areas of employee relations and performance management.
  • Serving as a technical expert to high-level agency officials regarding a variety of human resource matters, issues, and operations; presenting viable solutions to address management/customer needs and resolving potential problems.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • Salary range includes 25.72% geographical pay.
  • Total pay cannot exceed applicable pay cap, which is $311,400 for 2026.
