Summary

The House Office of the Legislative Counsel provides legislative drafting services to the committees and Members of the United States House of Representatives on a nonpartisan, impartial, and confidential basis. Our goal is to work with committees and Members to understand their policy preferences in order to implement those preferences through clear, concise, and legally effective legislative language.

Duties

The Director of Information Technology serves in a strategic and hands-on capacity, responsible for the planning, implementation, and management of the organization's technology processes, hardware, and software applications within the office. This individual will lead projects, maintain current projects, develop custom solutions, manage vendor contracts, and provide high-level technical expertise to ensure the organization's technology infrastructure is efficient, effective, secure and aligned with strategic goals. The ideal candidate is a versatile leader with a strong background in software development, project management, and full-stack technical support.

This position reports to the Legislative Counsel and supervises a team of three IT professionals.

Primary Duties and Responsibilities:


Technical Duties and Responsibilities:
• Oversee the full lifecycle of office technology systems, including hardware procurement, software deployment, asset management, configuration management, budget/resource allocation, and vendor relations.
• Maintain and enhance databases (primarily SQL Server) and related applications supporting legislative drafting and document management.
• Oversee development, integration, and testing of custom applications or upgrades in collaboration with internal users and external partners.
• Ensure systems and data remain secure, reliable, and compliant with House IT and cybersecurity standards.
• Proactively identify and escalate emerging technology issues to office leadership, ensuring appropriate response and resolution plans are in place.
• Serve as a primary technical resource and solution-provider; provide technical assistance ranging from system information and/or documentation to in-depth system configuration and problem resolution. 
• Serve as a resource for solving complex tech problems requiring a more advanced level of technical knowledge.
• Recommend and implement best practices, policies, and process improvements to strengthen operational efficiency and user experience.
• Work closely with other House organizations to support current technology, document existing applications, integrate software upgrades, and introduce new technology solutions with an emphasis on the user experience. 
• Maintain an in-depth knowledge of House IT standards, architecture requirements, and cybersecurity policies and requirements.

Managerial Duties and Responsibilities:
• Maintain responsibility for the direct supervision of three IT professionals. Mentor their growth in knowledge and capabilities. 
• Assign work based on priorities, technical difficulty, and staff capabilities; provide ongoing technical and professional guidance, creative thinking, and a growth mindset.
• Cultivate an environment of teamwork, innovation, and excellent customer service for all HOLC stakeholders.
• Develop goals, performance plans, and professional-development opportunities for staff. 
• Provide leadership and authoritative guidance on interpretation of departmental technology objectives and standards.
• Manage IT budgets, procurement, and vendor contracts in coordination with administrative staff.
Perform other official duties and special projects as assigned.

Qualifications

• Bachelor's degree in Information Technology, Computer Science, or a related field.
• Minimum seven years of progressively responsible experience in IT in a government, non-profit, or private-sector environment, including at least three years in a supervisory role.
• Broad technical foundation encompassing system administration and application development — understanding how networks, servers, and software components interact — and ability to apply that knowledge to design, implement, and maintain secure, efficient, and user-friendly technology solutions.
• Proficiency in database management, particularly with SQL Server.
• Experience administering Windows environments, including Active Directory, PowerShell scripting, and server configuration.
• Familiarity with the Software Development Lifecycle (SDLC), Agile methodologies, and quality-assurance practices.
• Experience developing or integrating applications and improving processes through testing and user feedback.
• Knowledge of IT security standards and compliance obligations applicable to the U.S. House of Representatives environment.
• Demonstrated ability to lead and mentor staff, manage multiple priorities, and deliver excellent customer service.
• Ability to communicate complex technical issues clearly to non-technical audiences, including senior attorneys and the office leadership team.
• Strong analytical, organizational, and interpersonal skills.
• Knowledge of IT governance, documentation, and policy-development practices. 
• Proficiency in Microsoft Office 365 and familiarity with standard collaboration tools.
