Summary

The Federal Retirement Thrift Investment Board (FRTIB) is looking for a highly qualified individual to serve as the Chief Risk Officer and Director of Planning and Risk.

Duties

The major duties of the position are:

  • Leads the Agency's enterprise risk management program, overseeing ERM strategy, risk identification, evaluation, mitigation, and monitoring.
  • Leads the Agency's strategic planning, including the development of a multi-year strategic plan and performance assessment mechanisms.
  • Leads the Agency's Internal Controls Program in accordance with OMB Circular A-123.
  • Oversees the Chief Data Officer and all FRTIB research and survey activities, including TSP participant surveys and analysis of participant behavior and demographics.
  • Oversees the Enterprise Project Management Office, ensuring alignment with strategic and risk priorities.

  • File a Confidential Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on.
  • Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.

As a basic requirement for entry into the Senior Executive Service, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or equivalent.

To meet the minimum qualification requirements for this position, you must show in your 2-page resume that you possess the five Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed below. Your resume should include examples of experience, education, and accomplishments applicable to the qualifications. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQs you may not receive consideration for the position.

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Mandatory Technical Qualifications (MTQs).

Executive Core Qualifications (ECQ): All new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof as specified in the Required Documents section
  • ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold Constitution and the rule of law, and commitment to serve the American people.   • ECQ 2 - Driving Efficiency: This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. (Competencies: Fiscal Responsibility, Managing Resources, Leveraging Technology)
  • ECQ 3 - Merit and Competence: This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. (Competencies: Technical Skill, Problem Solving, Agility and Resilience)
  • ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. (Competencies: Accountability, Developing Others, Executive Judgement)
  • ECQ 5 - Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. (Competencies: Operational Mindset, Innovation, Strategic Thinking)

Mandatory Technical Qualifications (MTQ):
  • Experience and skill in leading an enterprise risk management program and developing related policies.
  • Experience in leading strategic planning efforts and strategic planning best practices.

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
