You will serve as an EDUCATION SERVICES SPECIALIST in the Navy Voluntary Education (VOLED) Department of NETPDC.

Qualifications

GS-09:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Coordinating with academic institutions to ensure proper completion of admission packages, registration for courses, or submission of documents;
  • Assessing the individual capabilities and educational needs of students/ prospective students; and
  • Reviewing, evaluating, or analyzing educational programs and/or issues associated with education (e.g. tuition assistance, counseling, education services, institutional requirements, etc.

GS-07:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector.   • Monitoring and processing various education documents/requests submitted by customers (applications, issue tickets, etc.); and

SUCCESSFUL COMPLETION OF A Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.

  1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
  2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
  3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
  4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
  5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
  6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
  7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
  8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
Transcripts need to clearly demonstrate at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described above to be considered.

GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successful completion of a master's or equivalent graduate degree.
OR
Successful completion of two full years of progressively higher graduate level education leading to a master's degree.
OR
A combination of experience and education as described above that equates to one year of experience. In which the percentage of the required education plus the percentage of the required experience equal one hundred percent.

PHYSICAL DEMANDS: The work is mostly sedentary; however, walking, bending, standing, lifting (less than 25 pounds), and climbing are required when providing outreach/Fleet Engagement services to other commands. May be required to go on board ships or travel (air, vehicle) for long durations to Continental United States (CONUS) and Outside Continental United States (OCONUS) Naval installations. Physical agility is necessary in order to work on board ships.

WORK ENVIRONMENT: Work is normally performed in an office setting. However, the incumbent must be able and willing to work from remote sites during installation visits and Fleet Engagement events, which may include shipboard visits.
