This is an Open Title 5 Excepted Service Non-Uniformed Personnel position, open to the Public and to Veterans following the MN National Guard Merit Placement plan.

Duties

Major Duties: This is not an all-inclusive list

A ELECTRONIC MEASUREMENT EQUIPMENT INSPECTOR, WG-2602-13, 1. Performs inspections on the final tuning, alignment, calibration, trouble shooting, repair, test, maintenance, and certifications of a variety of standard and nonstandard TMDE and electronic test equipment such as microwave equipment, radar and missile test consoles, high frequency sampling and storage oscilloscopes, distortion analyzers, recording oscillographs, and digital delay generators. Test equipment contains circuits and assemblies which perform multiple functions such as reception and stimulation, amplification and integration, digital and analog conversion, or a variety of simulation, multiplication, and division functions required to evaluate parameters of interest in major electronic, electrical, electromechanical or physical/dimensional systems used in industrial, ground, airborne, or laboratory applications. Equipment is usually combined and interrelated with other electronic equipment or composed of collectively assembled satellite components and assemblies to operate as a complete information-gathering unit. Other items inspected include engine analyzers, gas leak detectors, spectrographs, mass spectrometers, digital counters and temperature monitors. Performs inspections consisting of maintenance, calibration and certification of actions performed by PMEL personnel, and verification inspections of completed units selected by a multi-level continuous random sampling procedure. Ensures operational accuracy by performing intricate and complex lab oratory and on-site inspection s and certifications. Inspects that basic operating parameters such as resistance, capacitance, inductance, and time from measuring equipment in terms of instrument functions such as bandwidth, frequency response, gain, sensitivity, noise level, time delay, linearity, frequency, attenuation, power and standing wave ratio are within standards.
2. Administers Quality Program for PMEL as defined in T.0. 00-20-14. Performs Process Reviews (PR), Quality Reviews (QR) and Standards Reviews (SR) as required in cited directives. Inspects all completed TMDE for TCTO compliance, physical condition, and all associated documentation for accuracy and legibility as required by cited directives. Familiar with random sampling techniques as defined in T.O. 00-20-14. Initiates and assists in root cause analysis of all non-conformities discovered during inspections. Analyzes data to identify and detect any significant problems and/or negative trends or conditions. Documents, reports, and maintains all records for reviews completed. Investigate s and resolves customer complaints.(25%)
3. Analyzes and isolates maintenance problems in common, complex, and unusual measurement equipment. Coordinates with item managers, design engineers, and manufacturers' representatives to resolve maintenance or calibration problems. Interprets maintenance policy and procedures from handbooks, technical orders, and maintenance directives and assists mechanics in analyzing and isolating defects in complex equipment, including computer controlled and unconventional specialized equipment. Investigates and prepares equipment deficiency referrals. Provides advice and technical assistance to supported organizations. Instructs on proper use and systems applications of test, measurement, and diagnostic equipment. (20%)
4. Maintains records and documents actions. Prepares all necessary paperwork required to certify and track TMDE inspections. Documents work assignments and the daily status of TMDE, maintenance data collection (MDC) using paper format when required or the PMEL Automated Maintenance System (PMIS) or PMIS 2 computer and software. Maintains records for Environmental Control Systems (ECS). Promptly documents and reports any deficiencies with the Laboratory ECS. Reviews, assists, maintains records, and approves changes to our calibration procedures and maintenance technical orders (AFTO 22s).(5%)
5. Uses and maintains tools and equipment. Uses trade tools such as wire strippers, drills. files, soldering irons, and micro soldering units to remove and replace parts. Uses various precision measurement standards and instruments such as generators, oscilloscopes, meters, and analyzers to perform inspections, functional testing, and calibration of TMDE.(10%)
6. Utilizes safety practices and procedures following established safety rules and regulations and maintain s a safe and clean work environment. Uses and assures proper fit and placement of required safety equipment and clothing. Performs clean-up duties such as cleaning equipment, sweeping, and returning of equipment to proper locations when not in use. Maintains awareness of lab safety procedures and identifies any observed unsafe practices and/or procedures.(5%)

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • May be required to work rotating shifts or uncommon tours of duty.
  • Subject to call back to meet emergency situations.
  • May be required to possess a valid operator's license to drive a motor vehicle to and from work sites

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:

Experience or training that has provided the candidate with sufficient knowledge to complete the work of this occupational series. Experience or training which demonstrates the candidate's ability to lead other National Guard employees engaged in the duties performed by this occupational series.
WG (WU in Puerto Rico only)-09 and above - Experience or training with basic application of operating principles such as the production and utilization of oscillations over a broad range of frequencies; signal and waveform behavior, distortion, and amplification; pulse, trigger, and synchronization techniques; digital/analog processing and data conversion techniques; and a variety of display and indication methods. Experience in tracing signals and voltage paths, and skilled in the analysis of waveform characteristics such as timing, duration, frequency, and phasing. Originates test set-ups to isolate malfunctions and check performance characteristics of special or unique test panels or mockups. Experience in interpreting and applying a variety of technical electronic information such as schematic symbols, mathematical expressions and formulas, calibration procedures, and other reference materials. Experience in applying established techniques and methods of repair, testing, alignment, and calibration of equipment, which serves as test equipment or precision measurement standards. Experience in utilizing electronic circuits to measure electronic or electrical quantities to determine the performance characteristics and accuracy of other instruments and equipment.
