PUERTO RICO NATIONAL GUARD
ARMY TECHNICIAN VACANCY ANNOUNCEMENT


Duty Location: Maneuver Area Training Equipment Site (MATES), Camp Santiago Joint Training Center (CSJTC), Salinas, PR

Duties

  • This position requires military membership in the Puerto Rico Army National Guard (PRARNG)

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Excepted Civil Service Technicians are required to maintain a MOS and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • Must be able to obtain and maintain the appropriate SECRET security clearance for the position within one year of appointment.
  • Responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.

AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

Area 1 = All permanent Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard.
Area 4 = Warrant Officers and Enlisted Prior (former) members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become Warrant Officers and Enlisted members of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates)

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a ELECTRONICS MECHANIC (D1205P01),WU-2604-11, you will perform field and limited sustainment maintenance and repair on a variety of complex electronics equipment and complete operational systems.

PHYSICAL DEMANDS:
Work requires frequent lifting and carrying of unassisted items weighing up to 40 pounds. Required to lift and carry items weighing more than 40 pounds with the help of material handling equipment or with assistance from other workers. Work requires frequent standing, walking, bending, crouching, reaching, and stooping. Climbing and working in high places may be required. Some work may require the aid of magnifying lenses, eye loops, and microscopes to accomplish repairs on miniature components.

WORKING ENVIRONMENT:
Work is typically performed in well-lighted, heated, and ventilated areas. Work may be in high and restricted places, under conditions of heat and cold, and/or outside in inclement weather. Exposed to the possibility of electric shock, burns, and to cuts and bruises.

QUALIFICATIONS REQUIRED:

GENERAL EXPERIENCE:
Experience or training which demonstrates the applicant's knowledge of electrical or electronic theory, knowledge of common testing procedures, skill in the use of hand tools of the electronics trade, and skill in reading schematics.

SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year occupational series code 2604 or the equivalent EIGHTEEN (18) months of specialized experienceperforming or supervising duties such as performing functional tests, analyzing performance and malfunctions, removing, installing, testing, maintaining, modifying, performing alignments, and troubleshoots the electronic, electrical, mechanical, and hydraulic assemblies, modules, and interconnecting cables of a variety of combat and tactical equipment; repairing or replacing chassis-mounted components on Unit; performing Automatic Test Equipment operations; replacing faulty components on printed circuit boards and power distribution systems; utilizing oscilloscopes, signal generators, digital multi-meters, and other test equipment; troubleshooting and repairing trainer rocket simulator modules, trainer missile simulator modules, and various like items; troubleshooting carrier electrical and power distribution systems; isolating faulty assemblies, cables, wiring harnesses, and modules; ensuring proper integration of information between electronic systems; installing equipment modifications per technical work orders; performing initial and final checks and may perform inspections of designated systems; acting as quality assurance/control inspector; determining deficiencies in troubleshooting procedures and making recommendations; repairing, aligning, and adjusting guidance control systems, infrared night vision sights, optical sights, and traversing units; removing and replacing defective electrical, electronic, and mechanical components; interpreting complex schematic diagrams; improving changes to techniques, and procedures; installing and applying equipment modifications when directed; using various types of test tools, special and common hand tools, power tools, and gauges; fabricating items and parts of mechanical and electronic equipment; performing administrative functions establishing and maintaining maintenance records on equipment maintained or repaired; providing technical assistance and instruction to units throughout the state.
