NONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Human Resources Assistant/Technician BUSINESS TITLE: Employee/Consumer Relations Assistant/Specialist FLSA: Non-Exempt JOB SERIES: 0203 PAY LEVEL: NF-02/03
INTRODUCTION: This position is located within the Human Resources Branch of Marine Corps Community Services (MCCS), Okinawa, Japan. The position reports to the Employee/Consumer Relations Supervisor. This is a developmental position for the target NF3 HR Technician (Employee/Consumer Relations). At the entry level, the incumbent serves in the developmental capacity while performing duties under closer than normal supervision, and work is reviewed on a routine basis and upon completion of tasks, to assess the employee's performance and to progressively evaluate the ability for increased autonomy. To advance to the target grade level (NF3), the incumbent will be assessed on her/his ability to work independently in the performance of their duties as outlined herein. The incumbent will be required to successfully complete all training and regulatory requirements and ultimately recommended for approval by the Director Talent Management for advancement to the target grade level (NF3) without competition. DUTIES AND RESPONSIBILITIES: Follows established procedures to ensure fair and consistent application of U.S. Government, Marine Corps, and MCCS policies throughout the organization. At the discretion of the Employee/Consumer Relations Supervisor, interfaces with external entities to coordinate and receive information and documentation related to Employee Relations inquiries and investigations. Assists with Employee Relations consultations, inquiries, investigations, and case management duties as assigned. Assists the Employee/Consumer Relations Supervisor with the administration of the Performance Management program. Manages Consumer Relations and customer contact email inboxes. Manages DoD Interactive Customer Evaluation (ICE) program for MCCS. Assesses incoming comments for program and facility dissemination, indicating if a response is required; screens and proofreads all comment responses before they are released back to the submitting customer. Prepares monthly and annual reports providing data compiled from ICE. Performs research and produces summary reports on Employee Relations, Consumer Relations, and Performance Management topics as assigned. Proofreads and edits a variety of documents such as Personnel Action Requests (PAR), forms, reports, award certificates, directives, letters, memoranda, and other internal and external documents. Provides assistance with the Performance Management Tool within PeopleSoft by offering routine guidance and account maintenance to agency personnel seeking assistance. Elevates complex issues to Employee/Consumer Relations Supervisor on an as-needed basis. Assists with New Employee Orientation, Supervisor Boot Camp, HR 101, HR Roundtable Talks, Performance Management, etc. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Acknowledges customers, smiles, and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of services. Takes action to solve problems quickly. Alerts the Employee/Consumer Relations Supervisor for help when problems arise. Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Performs other related duties as assigned. This is a white-collar position where occasional lifting up to 20lbs may be required.

BASIC REQUIREMENTS: NF-2 level: - Must be at least 18 years old.
- Must have a minimum of an Associate's Degree OR two years of college study OR two years of experience performing clerical work with an emphasis on customer service which demonstrates the candidate's ability to perform the duties as listed within the position description.
- Employee may be promoted to the target grade NF3 (without competition) if they meet the following requirements:
a. Has demonstrated the ability to successfully perform all functions of this Position Description without direct supervision and demonstrates exceptional knowledge in the administrative management of the Employee/Consumer Relations Program and has applied this knowledge in various work operations. **and/or** b. Has successfully met the 12-month probationary period **and** c. Has received an Exceeds Expectation or Outstanding rating on their annual performance appraisal. d. Completion of a minimum of three (3) professional or business writing courses.
NF3 Target level: Applicants may be considered at the NF3 level if they meet the below requirements. - A four (4) year degree from an accredited college or university in fields related to duties of the position being filled OR a minimum of two (2) years of experience demonstrating exceptional knowledge in the administrative management of the HR Employee/Consumer Relations program and has applied this knowledge in various work operations.
- Has demonstrated exceptional knowledge and sound judgement in the Employee/Consumer Relations Program, and the ability to successfully perform all functions at the NF2 Entry Level and NF3 Target level Position Description without direct supervision.
QUALIFICATION REQUIREMENTS (for both NF2 and NF3): - Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
- Ability to communicate effectively with others, both orally and in writing in order to successfully deliver classroom instruction to large audiences; conduct briefings; and prepare research reports.
- Knowledge of applying tact and diplomacy when dealing with sensitive issues, to include conducting objective analysis and fact finding; and exercising confidentiality and privacy.
- Possess excellent customer service, communication, and interpersonal skills.
- Possess strong computer skills in operating computer programs and applications to proficiently perform the duties of the position. (Microsoft Word, Outlook, Excel, PowerPoint, etc.)
