Duties

  • You will manage and serve as the subject matter expert of the Exceptional Family Member Program (EFMP).
  • You will oversee the EFMP case management system and ensure effective exchange of resource information and support between staff and EFMP families.
  • You will oversee facilitation and coordination of resources between agencies, related resource offices, medical and recreational facilities, community services agencies and private organizations.
  • You will independently oversee day-to-day operation of the EFMP ongoing program that encompasses mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency.
  • You will determine appropriate products or services for customers an defines program scope, requirements and deliverables.
  • You will develop, modify, or provide input to project plans and implement program plans to meet objectives.
  • You will manage leads or administer project resources while monitoring project activities and resources to mitigate risks.
  • You will implement or maintain quality assurance processes, make improvements, and solve problems or take corrective action when problems arise.
  • You will identify program documentation requirements or procedures, develop and implement program marketing plans, and conduct a quarterly Special Needs Forum, open to family members to address needs and concerns.
  • You will stay abreast of current methods, metrics, tools, and techniques of process engineering in the human services field.
  • You will organize work, set priorities and determine resource requirements, determine short or long term goals and strategies to achieve goals, and coordinate with other organizations to accomplish goals.
  • You will identify, analyze, specify, design, and manage functional requirements to include logical design or presenting alternative technologies or approaches such as in maintaining the electronic case management system.
  • You will develop minimum standards governing the EFMP program, policy, procedures, and personnel.
  • You will maintain extensive contact with other program managers and officials of other related agencies and organizations.
  • You will resolve problems, advise and render technical assistance in areas such as improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient service, and developing new or revised curricula.
  • You will develop and analyze data to be used in preparing analytical and interpretative reports and guides of EFMP program operation.
  • You will conduct long-term budget planning, provide projections on variable factors (respite, loan library/locker, replacement technology, etc), and evaluate how budgetary changes will impact program operations.
  • You will directly supervise five personnel within the EFMP.
  • You will supervise employees to include assigning, distributing, evaluating work, counseling and mentoring, approving and disapproving leave, recommending and completing personnel actions, and performance reviews.
  • You will oversee accountability and security of any facilities and related equipment to include technology management.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing subject matter expertise of the Exceptional Family Member Program by overseeing the case management system and providing support to its staff and families; Administering and monitoring the operating budget for the EFMP program by conducting long-term budget planning and providing projections on variable factors; AND supervising employees and overseeing accountability and security of any facilities and related equipment.

Education

Basic Requirements:

Degree: behavioral or social science; or related disciplines appropriate to the position OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.


In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

I have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree OR

I have successfully completed aPh.D. or equivalent doctoral degree

I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
