Summary

Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Economist. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Duty Location: Salt Lake City, Utah

This position is concurrently open to Merit Promotion eligibles under Announcement Number BOR-UCB-25-12556367-MP-OPM.

Duties

  • Assist in developing and implementing strategies for solving or addressing economic problems.
  • Monitor the operation of economic procedures to ensure that they are functioning effectively and efficiently.
  • Provide guidance and assistance in the development of all economic procedures and policies, as relates to land use planning, environmental analysis, program packages, and Annual Work Plans.
  • Serve as the technical expert for all economic efforts being conducted at the Field, District or State Office.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

BASIC QUALIFICATION REQUIREMENT for the 0110 series:

A.
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

-OR-

B.
Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience: GS-09:
Applicants must have one full year of specialized experience, comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the private or public sector) performing 2 of the 4 following tasks: (1) coordinating the review or approval of a contractual process; (2) providing quarterly updates on contracts; (3) reviewing drafts concerning financial and economic impact; or (4) composing letters of transmittal or information concerned with the processing of contracts and documents.

Have two full years (36 semester hours) of graduate level education leading to a master's degree or a master's degree that demonstrates the knowledge, skills, and abilities required to conduct the work of this position. I have an equivalent combination of education and experience as listed above. Please note, only education in the excess of the first 18 hours can be used for combination qualification. To calculate the education percentage, first total your semester hours in an excess of 18 and divide by 18; then take the number of months of full-time experience and divide by 12 (part-time will be prorated). Add the percentages together. The total must equal at least 100 percent to qualify. Note: You must submit copies of your college transcripts.

Specialized Experience: GS-11:
Applicants must have one full year of specialized experience, comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the private or public sector) performing 3 of the 4 following tasks: (1) identifying or gathering data for financing arrangements that are related to repayment problems or goals.; (2) coordinating with offices during the review and approval of a contractual process; (3) analyzing economic and financial status of projects; or (4) assisting in the development of financial agreements required in the operation of facilities in a multi-state region.

Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M.in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position. Applicants must have one full year of specialized experience, comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the private or public sector) performing 3 of the 4 following tasks: (1) assisting in the development of lease of power rates and power repayment studies; (2) providing guidance to identify and implement modifications to a contract database; (3) reviewing of draft policies, directives and standards, and legislative proposals; or (4) providing guidance to the contract specialist for inputting and ensuring records are updated and accurate.

You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 11/01/2024.

Education

There is no substitution of education for experience at the GS-12 of this announcement.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
