Summary

This position is located in Assistant Administrator for Policy, International Affairs and Environment, APL-1; Office of Aviation Policy & Plans, APO-1; Economics Analysis Division, APO-300. Incumbent serves as an Economist for the Economic Analysis Division.

This announcement is issued under direct-hire authority to recruit new talent to occupations for which FAA has a severe shortage of candidates.

Duties

Performs multiple, varying, and complex assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.

Applies experience and advanced technical knowledge of economic theory and statistical techniques to perform regulatory impact analyses, economic analyses, and cost-benefit analyses of proposed and final regulations or other cross-cutting policy initiatives to support FAA policies, goals and priorities. Ensures that regulatory impact analyses meet legal analytical requirement as established under the Administrative Procedure Act, the Regulatory Flexibility Act, the Paperwork Reduction Act, Executive Order 12886 Regulatory Planning and Review, and OMB Circular A-4.

Develops plans and methods to improve the development of aviation industry and market profiles and other data and statistics to support regulatory impact analyses of rulemaking to advance safety in aviation and commercial space industries. Develops improvements in economic methods, techniques, and models to improve regulatory and economic analyses of FAA policies.

Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties. Serves as the key economic point of contact on interdisciplinary rulemaking work groups, Aviation Rulemaking Advisory Committee and Aviation Rulemaking Committee. In accordance with the Paperwork Reduction Act, coordinate outreach and develop surveys to gather data and information on potential impacts.

Provides guidance to lower-level technical staff on how to solve difficult technical issues. Peer-reviews economic analyses and other work products of more junior economists or contractors for quality and quantity. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations. Participates in developing process improvements, procedures, and templates for regulatory analyses.

Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.

Work activities typically support and may be vital to the success of projects or activities of one or more organizational units, subdivisions, and LOB's/SO's. In some areas, the work may affect the safety and security of customers.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience producing a published or unpublished regulatory impact analysis of a proposed or final U.S. Federal Government regulation.

Basic Requirements

  1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    or

  2. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:

  1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:

  1. economic statistics;
  2. industrial surveys;
  3. management of individual business enterprises, including farms;
  4. industrial planning;
  5. writing or editorial work in economic subjects; and
  6. financial market analysis.
