The Office of International Affairs works to address international energy issues that have a direct impact on research, development, utilization, supply, security, and conservation of energy affecting the United States.

The Office of Global Markets and Economics within the Office of International Affairs (IA) aims to assert leadership in the U.S. government in energy sector expertise and energy security issues by providing exacting, rigorous, quantitative analysis of global energy markets, policy development and implementation, and energy security.

As an Economist, you will:

• Contribute authoritative economic data and analysis on energy market trends, policy strategy, impacts, and energy security to inform U.S. government and international partners, and advise on policy decisions.
• Design, perform, and document comprehensive economic analyses, focusing on issues within the energy sector, and national security.
• Evaluate the economic consequences of legislation, production/consumption changes, new technologies, policies, and market forces, including their effects on the U.S.
• Serve as an expert in economic study and project management, leading project planning, team coordination, and communication for complex assignments.

Qualifications

BASIC REQUIREMENT:

1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

   OR

2. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Examples of qualifying experience include:

1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:

1. economic statistics;
2. industrial surveys;
3. management of individual business enterprises, including farms;
4. industrial planning;
5. writing or editorial work in economic subjects; and
6. financial market analysis.

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting ALL of the following:

• Independently plan, conduct, and document economic analyses, research, and studies, utilizing advanced quantitative and qualitative methodologies; AND
• Develop, adapt, and apply economic models and analytical techniques to evaluate the impacts of policies, technologies, or market forces on specific sectors or the broader economy; AND
• Present complex economic findings, conclusions, and policy recommendations clearly and authoritatively to diverse audiences, including senior decision-makers.

GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 level. Specialized experience for this position is defined as meeting ALL of the following:

• Conduct economic analyses and studies on well-defined problems, applying established economic theories and methodologies; AND
• Contribute to the development or adaptation of economic models and analytical techniques under general guidance; AND
• Prepare clear and concise reports and presentations on economic findings and their implications for specific projects or programs.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct-Hire Authority (DHA) for Economist positions in the 0110 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
