Summary

This position is in the Architect of the Capitol (AOC), Office of the Chief of Operations, Superintendent Library Buildings and Grounds, Assistant Superintendent Facilities Operations Division, Maintenance Branch, Electrical Section.  The Electrician Supervisor oversees the operations of the Electrical Section in support of the Library of Congress Buildings and Grounds.

Duties

Emergency Essential Employee may be required to work mandatory overtime, schedule changes, and report during events and inclement weather and emergency closures.  Mandatory Weekend Coverage as RCP (responsible contact person) occurs on a scheduled, periodic, rotational basis.  Alternate work Schedule (AWS) reviewed on an individual basis.

Tour of Duty: Monday - Friday, 5AM- 1:30PM

SUPERVISORY AND MANAGERIAL RESPONSIBILITIES

Plans for use of subordinate workers' equipment, facilities and materials on a week-to-week or month-to-month basis. Establishes deadlines, priorities and work sequences and plans work assignments based on general work schedules, methods and policies set by higher level management. As required, coordinates work with supporting or related work functions controlled by other supervisors. Determines the number and types of workers needed to accomplish specific projects. Determines how many assignments can be done concurrently, which ones can be delayed and the number and types of employees needed, considering skills, personnel, material and equipment available and required. Redirects individual workers and resources to accomplish unanticipated work and/or equipment failure, etc. Informs the General Foreman of the need to revise work schedules and re-estimates labor and other resources. Participates with the General Foreman in the initial planning of current and future work schedules, staffing needs, estimates and recommendations as to scheduling projected work.  Participates with the General Foreman to track budget, inventory, and purchase requests weekly. Oversees the requisition, procurement preparation and set-up of supplies, materials, accountable property and tools.

Assigns work to employees and provides technical direction and/or assistance in accomplishing the work. Proficiently utilizes the agencies work order management system (WEBTMA). Observes work in progress, investigates work related problems (e.g., excessive costs, low productivity, workload imbalance and acquisition or development of specialized tools, etc.) and determines causes. Implements corrective actions to resolve work problems. Recommends acquisition of specialized equipment and tools. Resolves staffing and work operations problems. Establishes or revises standard operating procedures for the work operation. 

Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances.

Plans and established leave schedules utilizing the agencies time and attendance system (GOVTA). Determines training needs of subordinates and arranges for its accomplishment. Counsels employees on performance, sets performance standards and makes formal appraisals of subordinates' work performance. Interviews candidates for vacancies and recommends employees for promotion or reassignments.

ELECTRICAL INSTALLATION, MAINTENANCE AND REPAIR

Evaluates, adjusts and/or repairs electronic stabilizers, electronic dimmer panels, programmed transfer switches, motor control centers, modifiers, small control tool repair, minor power supply lines and circuits used to deliver a variety of power, amperage, stage and incidence requirements to delivery panels, adjustment gear, power and regulator circuits; engineering multiphase systems; thermocouple devices; electrical interference panic and fire alarm systems; crisis cautioning systems; light protection systems; high power light systems with related controls; target apparatuses; AC and DC modification systems; loudspeaker circuits; and associated electrical apparatuses.

Connects, adjusts, upkeeps and preserves routine and customary electrical lines, circuits, systems, related equipment and controls. Tasks include troubleshooting electrical devices covering electronic mechanisms in order to separate the cause of the breakdown of electrical control structures, analog/digital panels and solid state motor control circuits in apparatuses. This includes uninterrupted power systems (UP); adjustable speed drives and electric motor starters for air conditioning systems; light system banks and programmed door opening systems engineering multiphase systems; switchgear, switchboards and panel boards; and related electrical equipment.

Additional Information on SUPERVISORY AND MANAGERIAL RESPONSIBILITIES

Based on duties assigned, incumbent may require knowledge of hazardous (e.g. lead paint and solvents) and universal (e.g. lamps and batteries) waste management requirements to ensure compliance with environmental regulations in performance of duties (e.g. decide hazardous material is no longer needed and will be disposed, select containers for waste accumulation, add waste to containers, label containers, move waste to and from waste accumulation sites, manage waste accumulation sites). Provides waste management guidance and answer questions concerning waste management.

The incumbent is responsible for utilizing a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training to ensure that all direct reports know how to use required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are using all required PPE.

Acts as responsible contact person (RCP) regarding communications and requirements. Act as RCP during major weather events, communicates and coordinates emergency response and determines causes. Implements corrective actions to resolve work problems. Investigates work-related problems such as excessive costs or low productivity or morale and determines causes; implements corrective actions; and recommends solutions to staffing problems, Tracks and maintains logs of required annual inspections, testing, and maintenance contracts. Documents, acts on proposals for formal disciplinary action as needed. Promotes positive work environment. Maintains production reports and records.

Oversees the creation and management of individual development plans. Oversees and develops all career ladder positions to have an individual development plan that identifies requirements for promotion and provides a reasonable pathway to mastery of the trade within position description requirements.

Communicates daily work plans, progress, and performs quality assurance of work by subordinates.

Reviews, references, and enforces employees and supervisors to Collective Bargaining Agreements. Investigates grievances and complaints, resolving them informally, and notifying supervisors of those of sufficient importance or seriousness; initiating recommendations for the selection, promotion, demotion, transfer and separation of employees; advising and counseling workers on how to improve their performance and explaining new work techniques; encouraging and appraising beneficial suggestions from subordinates; maintaining work reports and records; and assisting supervisors in planning overall leave schedules.

ELECTRICAL INSTALLATION, MAINTENANCE AND REPAIR (10%)

Connects, adjusts, upkeeps and preserves routine and customary electrical lines, circuits, systems, related equipment and controls. Tests equipment using voltmeters ammeters, meg-ohmmeters and other testing apparatuses.

Autonomously works from construction plans, outlines, wiring illustrations, engineering sketches and electrical preservation and restoration instructions.

Troubleshoots, examines and loads new and current electrical lines, tracks, systems and related features, controls and equipment. Decides site of current electrical procedures and service entrances and situates new ones.

Detects difficult-to-find flaws or glitches. Understands and applies the National Electrical Code, local codes, construction plans, designs, wiring illustrations and engineering diagrams and uses trade methods to analyze shared properties, e.g., power, energy drop and current capability in series and matching circuits, inductance, resistance, capacitance, control dynamic, current stream and temperature and span in lone and several raceways, channels, trenches and cable trays.

Leads other trades as Workers and Helpers during cable pulling, tagging, securing, cutting, bending and mounting electrical conduit.

Accomplishes restoration and upkeep work on the electrical systems. Conserves and upkeeps high-tech light systems and the electronic mechanisms of fan motors and programmed door systems.

Works with an extensive selection of typical inhabited and/or trade electrical devices, apparatuses and systems, including electrical wiring systems and related features, controls and equipment in engineering, institutional, workplace and/or suburban buildings in the Library Buildings and Grounds.  Maintains and Oversees technical operations centers and related data center equipment.  Coordinates with High Voltage trade groups on generator systems weekly.

Restoration of apparatuses once in a while is accomplished without the original diagrams. The Electrician must research the schematic via the internet or manufacturer or improvise and overhaul the apparatuses without them.

The position performs the electrical aspects of construction and restoration projects. Connects electrical devices in areas for which there may not be complete outlines or graphics accessible due to the age of the facility. The Electrician must adlib to connect the updated circuits and apparatuses in outdated facilities without harmfully affecting the existing design or construction.

Strategizes and lays out craft work including the steering, location, sort, magnitude, measure, stability, weight and safe functioning of electrical lines, routes, systems, apparatuses and controls.

Makes estimations of material and apparatuses needed and submits requests for supplies, equipment and materials essential to accomplish the electrical and electronic responsibilities.

Decides and situates distribution panels, containers, furnishings and networks and connects wiring, links, channel, relays, gears, modifiers and other electrical devices including electrical service entrances.

Performs other related duties as assigned.
