Duties
Watch Officer - As an active member of the NCA Watch Team, the incumbent collaboratively works rotating shifts, on a seven-days-a-week team schedule, within the Veterans Affairs Integrated Operations Center (VAIOC), maintaining situation awareness and operational oversight of all VA national cemeteries and other NCA owned or leased facilities nation-wide; informing NCA senior leaders of potentially controversial findings, issues, or problems that may impact NCA facilities or services provided by NCA to eligible Veterans or their family members.
Liaison - Serves as a conduit of information between the Deputy or the Executive Director for Cemetery Operations and NCA Central Office (NCA CO) staff, District staff members, Cemetery Directors, and key officials from other Federal and local government agencies. Under minimal supervision, the incumbent performs operational activities in support of NCA ranging from routine daily tasks and exercises to national crisis response operations, all of which frequently involve coordination with agencies within and external to VA.
Monitors the operational readiness of all NCA facilities during routine, emergency, disaster and response operations based on the current local, National and global situation. Maintains communication devices and software by performing maintenance checks and regular testing of equipment. Ensures classified documents are reproduced, distributed, and stored or disposed of in accordance with current laws, regulations and policies. Gathers data obtained from numerous sources to assess impacts to NCA operations and informs leaders and VAIOC staff of emerging situations and incidents as required.
Coordinates, develops, maintains, and monitors NCA operations in support of the Continuity of Operations Plan (COOP), the Crisis Response Team (CRT), the Emergency Relocation Group (ERG) activations and exercises. Takes appropriate actions on all incoming and outgoing communications with NCA personnel, NCA and VA leadership, NCA staff offices, NCA District staff members, Cemetery staff members, Federal, regional, state, county, city, municipal, tribal authorities, and emergency management agencies in support of NCA facilities nation-wide. Ensures incident reports, and other vital communications are logged and forwarded to the appropriate parties in accordance with established directives, policies, guidelines and standard operating procedures (SOPs).
Manages call down and recall rosters as well as other NCA alert directories in accordance with guidelines and SOPs. Develops SOPs, detailed instructions, meeting documentation, after-action reports (AARs), lessons learned critiques, operational summaries, briefings and other related documents, reports, and written products for the Deputy and Director of Cemetery Operations for use in briefing VA senior leaders. Technical writing skills are required. Prepares or proofreads incident reports in the form of the NCA First Notice of Event (FNOE), situation reports (SITREP), Situation Awareness and other related briefing materials for distribution to NCA leadership. Assists the Supervisor in the onboarding, integration and training of newly hired Watch Officers.
Work schedule: Required to work Monday through Friday, 11:00 am to 7:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 04/20/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. - Must be proficient in Microsoft Office programs, specifically MS Word and MS Excel to a level of creating and maintaining complex spreadsheets involving numerous formulas, formatting structures and conditional formatting designs.
GS-12 Grade Level
- Specialized experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: specialized administrative/office work experience that includes work such as applying complex fact-finding, analytical and problem-solving methods and techniques to identify problems and draw conclusions. This experience should also include knowledge of computers and computer programs; specifically, Microsoft Office Suite applications. Designs, develops, and generates recurring and/or ad hoc products and reports using a variety of desktop software packages and databases. (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level).
