Duties

This position is located within the Howard C. Liebengood Center for Wellness, Employee Assistance Division, Office of the Chief of Staff, United States Capitol Police (USCP). Employee Assistance Program (EAP) Specialists serve as the initial point of contact for employees who refer themselves or are referred for EAP evaluation. Counseling services provided by EAP Specialists cover the full range of psychological, physical, and family complications and are available to sworn and civilian employees and their family members. Services also include conflict resolution sessions upon request. EAP Specialists conduct on-going assessments of treatment and rehabilitation programs available to employees—including those sponsored by Federal, state, and local agencies—determining the appropriateness of programs or facilities and, when necessary and in coordination with other professionals and experts, referring employees to treatment or rehabilitative programs or facilities.

EAP Specialists maintain confidential employee records and exercise the highest degree of tact, diplomacy, sensitivity, and objectivity; help employees find satisfactory ways of coping with problems that may be causing distress; identify and redirect actions that may be harmful or self-destructive; and help employees evaluate, understand, and arrive at workable solutions. Incumbents develop analytics to include statistical models to evaluate processes and identify significant trends; collect employee data; and prepare routine reports relative to program assessment and evaluation.

EAP Specialists draw upon the resources and facilities of the Department and utilize appropriate methods and procedures to provide services to USCP employees at all levels, and conduct formal and informal assessments to assess the nature of employee problems that may interfere with job performance.

Must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year probationary period. Must be willing to work evening and weekend hours.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

Bachelor's Degree: Behavioral or social science, or related disciplines appropriate to the position.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

or

Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Additional Qualifications:

Experience for this position must include one year of specialized experience providing EAP-related services at the CP-09/GS-11 (public or private sector equivalent).  Specialized experience is defined as administering, planning, directing, managing, monitoring, educating, developing, implementing, marketing, evaluating, training, and consulting on all aspects of the agency; participating, coordinating, and issuing measurement reports; and focusing on awareness, prevention, and informing and training members, employees, and families on services provided through the agency EAP.

Independent clinical licensure in one of the above disciplines (Ph.D./PsyD; LCSW/LCSW-C; LPC/LCPC; or LMFT required). Licensure must be active and unrestricted and may be held in any of the 50 U.S. states, the District of Columbia, or U.S. territories.  Certified Employee Assistance Professional (CEAP) credential or eligibility is preferred.
Desirable Qualifications:

-Prior experience providing EAP-related services to members of law enforcement, first responder or military community.
-Master’s or Doctoral degree in a behavioral health-related field, including clinical psychology, social work, professional counseling, or marriage and family therapy.

Evening and weekend hours may be required in response to agency operational demands.  EAP Specialists provide on-call staffing for the EAP After Hours Crisis Line on a rotational basis.

Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
