Summary

The Energy Management and Marketing Specialist (EMMS) is responsible for the on-shift management of loads and resources, and marketing of resources assigned to the regional/CRSP Energy Management and Marketing Office (EMMO) that may include customer account portfolios.
**This is not a remote position. The selectee will be required to be physically present in Montrose, Colorado.**

Duties

The Energy Management and Marketing Specialist (EMMS) provides energy management and marketing services for generation resources assigned to the EMMO. Representative duties may include any or all of the following:

  • Power scheduling, energy accounting, reporting and statistical information requests.
  • Having a thorough working knowledge of all national, regional, and/or organized market interchange scheduling criteria and actions to be taken to comply with these criteria.
  • Analyze the EMS log, other available data, and verbal information from the departing EMMS to ascertain present resource situation. Develop plans of resource utilization for the shift based on generation schedules, hydro release criteria, thermal operating criteria, anticipated firm loads, and surplus sales for the day. Monitors load/resource balance and takes appropriate action to ensure AGC/Reliability dispatcher has required operating reserves to serve native load requirements.
  • Negotiate the sales and purchases of electrical energy through the open market utilizing modern energy trading methods, tools, and techniques.
  • Prepares, checks, submits, and approves energy tag requests per Western's and WECC's business practices. Ensures that tags are implemented and posted to the applicable energy management system. Makes necessary adjustments/corrections to denied tags and re-submits them.
  • Hourly balance loads to resources utilizing generation, sales, purchases, and transmission assets in the most economical and efficient manner.
  • Schedule hydroelectric power plant system facilities, maximize power generation while balancing reservoir elevations, meet water release constraints, and assure compliance with applicable federal laws and environmental guidelines.
  • Account for actual energy transactions on the interconnected system utilizing computerized spreadsheet and Internet software, utilizing applicable marketing policies and procedures which pertain to sales/purchases of electrical energy.
  • Hourly ascertain present resource situation. Develop plans of resource utilization for the shift based on generation schedules, market conditions, hydro release criteria, thermal operating criteria, anticipated firm loads, and surplus sales for the day. Monitor load/resource balance and take appropriate action to ensure AGC/Reliability dispatcher has required resources and operating reserves to serve native load requirements.
  • Provide accurate scheduling and/or accounting data to power billing. Points out inadequacies in existing scheduling, billing, and/or accounting procedures and systems and makes recommendations to enhance the accuracy, efficiency, flexibility, and security of those systems.
  • Monitors CRSP operating reserves, ensuring that EMMO can meet its own and contractual obligations for reserve activation.
  • Maintain awareness of all EMMO scheduling and marketing procedures and guidelines, ensuring that daily activities follow these procedures.
  • Maintain awareness of primary and alternate transmission paths used to serve load for which EMMO has scheduling responsibility. Reroute energy to alternate paths when transmission curtailments occur.
  • Maintains awareness of all power marketing and interconnection contracts implemented by EMMO ensuring contractual requirements are met. Recommends revisions or clarification to contracts, or when appropriate, drafts entirely new contractual provisions for use in transactions.

SPECIALIZED EXPERIENCE:
Applicants must have one (1) year of specialized experience, equivalent to the next lower grade level in the federal service. Specialized experience for this position is defined as:

For the AD-02 Level: To qualify for the AD-02 level, applicants must have one (1) year (52 weeks) of specialized experience equivalent to the next lower grade level (AD-01 or GS-05/07) in the federal service. For the AD-02 level, applicants must have experience in ALL of the following:

  • Resolving complex issues; AND
  • Customer Service.
For the AD-03 Level: To qualify for the AD-03 level applicants must have one (1) year (52 weeks) of specialized experience equivalent to the next lower grade level (AD-02 or GS-07/09) in the federal service. For the AD-03 level, applicants must have experience in ALL of the following:
  • Resolving complex issues;
  • Customer Service;
  • Power marketing or power plant operations; AND
  • Contract negotiations.
For the AD-04 Level: To qualify for the AD-04 level, applicants must have one (1) year (52 weeks) of specialized experience equivalent to the next lower grade level (AD-03 or GS-11) in the federal service. For the AD-04 level, applicants must have experience in ALL of the following:
  • Resolving complex issues;
  • Customer service;
  • Power marketing or power plant operations;
  • Contract negotiations;
  • Applying the use of e-tagging standards; AND
  • Using OASIS systems.
