Job Description (Please follow all instructions carefully)

Summary

This position is located in Glen Canyon National Recreation Area, in the Roads and Trails section, Maintenance Division of Wahweap. This position is also advertised open to Status (Federal/Veteran/Other Eligible) with announcement IM-1541-GLCA-24-12439612-ST.

Duties

The purpose of the position is to perform as an Engineering Equipment Operator journeyman level assisting in the maintenance, repair, and construction of park, roads, trails, and related facilities. Incumbent operates a variety of heavy equipment and trucks used for the activities of road maintenance, snow removal and for excavating and ditching in connection with building and utilities maintenance and construction. This position requires that the incumbent possess a valid Class A Commercial Driver's License (CDL) permit at entry-on-duty, and maintain until recipient obtains CDL with tanker endorsement within 6 to 12 months from entry-on-duty. Entry-on-duty will be in August-September 2024.

The following are a list of duties:

  • Operates a variety of heavy equipment and road work machinery including, but not limited to, bulldozers, backhoes, loaders, graders, road striping equipment, motorized brooms, compactors and rollers.
  • Operates heavy equipment to demolish old structures/buildings; stock piling materials, open new and old roadways, excavating pits and trenches, constructs housing and building sites, fencing, etc.
  • Operates dump trucks up to 12 cubic yard capacity to haul materials, supplies, dirt, road base, rock, brush, sand, gravel, road mix, lumber, pipe, water tanks, cinders, equipment and tools.
  • Incumbent operates dump trucks to spread aggregate, road mix, road base, sand, etc., on road surfaces.
  • Operates water borne vessels up to 40 feet in length to include a 60-foot barge.
  • Maintains a Class A Commercial Driver's License with Tanker endorsements.

  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You are required to possess a valid Class A Commercial Driver's License (CDL) permit at entry-on-duty and maintain until recipient obtains CDL with tanker endorsement within 6 to 12 months from entry-on-duty.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work evenings, weekends, holidays, and overtime.
  • You are required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least 18 years old.

Qualifications

Selective Factor: This position requires that the incumbent possess a valid Class A Commercial Driver's License (CDL) permit at entry-on-duty and maintain until recipient obtains CDL with tanker endorsement within 6 to 12 months from entry-on-duty. Entry-on-duty will be in August-September 2024. (SCREEN-OUT)

Physical Demands: Heavy physical effort is required by the operator in constant reaching, bending, turning, and moving hands, arms, and legs to handle different sets of controls in order to operate equipment and attachments. Considerable strain is experienced by constant vibration of equipment and jerking and jolting from operating over rough terrain and surfaces. Frequently lifts and carries objects weighing over 50lbs and heavier objects with assistance.

Working Conditions: Incumbent must work out-of-doors on projects in mountainous terrain up to 13,000 feet elevation in all extremes of adverse weather conditions. The adverse weather includes rain, snow, hail, wind, and dust and temperature extremes ranging from -10F to over 90F. Incumbent is exposed to dust, noise, vibration, and fumes from vehicle exhaust. Hazardous conditions exist when working around moving vehicles and equipment and on slippery roads due to ice, mud, or water.


The National Park Service has determined that the duties of this position are NOT suitable for telework and the selectee may be allowed to telework with supervisor approval.
