In this positionyou will serve as the Heavy Repair Flight, Pavement Element Engineer Equipment Operator (Crane) Supervisor. As a supervisor you willexercise technical and administrative supervision over subordinate workers in trades and labor work of heavy equipment operations, grounds maintenance and repair.

  • Perform work-planning responsibilities.
  • Perform work direction responsibilities.
  • Perform administration responsibilities.
  • Operate one or more types of heavy equipment to excavate, backfill, grade, or level earth to rough specifications on such projects as breaking new ground for trails, roads, airfields, or other construction sites.
  • Maintain repairs, and constructs flexible roads, pavements, parking areas, airdromes, bike paths, or similar surfaces of asphalt.

  • Must be able to pass a pre-employment physical
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • The work will require the employee to drive a motor vehicle. An appropriate, valid state driver's license will be required

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
  • Must obtain and maintain a current Cardiopulmonary Resuscitation (CPR) Certification
  • May be required to participate in base contingency exercises
  • May be required to participate as a member of the Group Control Center, Emergency Operations Center, and/or as Staff Duty Officer
  • Emergency overtime may be required
  • Incumbent must be able to obtain and maintain flightline driving certification.
  • Shift work may be required
  • Position is classified as Mission Critical
  • May be required to train/guide lower-graded (or other trades) military/civilian employees.

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 - Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is Ability to do the work of the position without more than normal supervision.

Knowledge, Skills, and Abilities (KSA):
  1. Knowledge of a wide range of principles, processes, and techniques of pavements and grounds construction, maintenance, and repair.
  2. Knowledge of personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/Equal Employment Treatment.
  3. Knowledge of engineering equipment, such as graders, tractors with bulldozer or angle dozer blades, front-end loaders, backhoes, trench diggers, and large industrial tractors with pan or scraper attachments. Knowledge of the different sets of controls and operation of equipment and attachments. Skill in manipulating the controls to adjust spreaders, sprayers, posthole diggers, backhoes, moveable dozer blades, and front-end loading devices.
  4. Knowledge of methods and techniques of subsurface preparation and constructing and repairing asphalt and cement surfaces.
  5. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications.
  6. Skill in applying and leveling gravel crushed stone, sand, or other aggregates to the proper thickness. Skill in shaping curbs and drainage ditches and in sealing asphalt.
  7. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and/or test equipment. Knowledge in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems.
  8. Knowledge of safety regulations, practices, and procedures.
  9. Knowledge of the operation, capabilities, and capacities of boom cranes and the crane's response to control changes. Skill in the use of clutches, levers, brakes, and accelerator to raise and lower the boom, to position the revolving frame, and to raise and lower the hoist line with the load and to move the mobile base.
Desired Skills:
  • 2 years of experience in an official supervisory capacity
  • 5 years of experience in Heavy Equipment (Road Repair) Operations desired
  • 5 years of road repair experience desired
  • 3 years of Crane Operating experience desired
  • Knowledge/experience working with Bargaining Union Representatives desired
Major Duties:
  • Plan quarterly or longer basis overall use of personnel and other resources. Determine resource requirements, materials, and number of employees/types of skills necessary to accomplish long range work schedules.
  • Analyze work plans developed by subordinate supervisor staff and monitor the status of their work in relation to the overall schedule requirements, including unanticipated or emergency requirements.
  • Assigns and explains work requirements and operating instructions to subordinate supervisors and sets deadlines and establishes the sequence of work operations to be followed.
  • Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations.
  • Provides a work environment that is free from all forms of discriminations, harassment, and retaliation.
  • Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.
  • Delivers presentations on program status to leadership, including, accomplishments, solutions, and future requirements for support.
  • Any other tasks duties assigned by Senior Leadership
