This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: You will serve as an Engineering Technician in the areas of civil or mechanical engineering.

Duties

  • Determine methods and approaches to construction, maintenance, repair, and services.
  • Perform a variety of technical engineering tasks and assignments in support of Fort Liberty tenant, Garrison, and customers.
  • Serve as a Project Manager for construction, and repair projects for all phases of a project, from predesign to construction phase.
  • Conduct research and selects the most economical method of repair or replacement through application of engineering and architectural standards.
  • Coordinates requests for services with customers and ensures all service contract requirements.
  • Determine requirements, authors Scope of Work (SOW) or Performance Work Statements (PWS), Independent Government Estimates (IGE), and other contract support documents.
  • Administer contracts for a variety of procurement vehicles as well as service contracts.
  • Coordinate construction operations with using activities, other contractors, and installation organizations to avoid any unnecessary interruption of work.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 40lbs.
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

GS-07
Specialized Experience: One year of specialized experience which includes: 1) reviewing contract documents; monitoring the contractor's performance; 2) maintaining inspection records; AND 3) preparing documents utilizing Microsoft Office suite.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field directly related to the work of the position, such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Specialized Experience:
One year of specialized experience which includes: 1) interpreting drawings, plans, and specifications; 2) resolving operational problems not fully covered by precedents; 3) ensuring appropriate interaction between components; 4) modifying parts, data interpretation or analysis; AND, 5) preparing and presenting inspection and testing reports.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education: One and a half years of graduate level education in a field directly related to the work of the position, such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.

Specialized Experience: One year of specialized experience which includes: 1) developing contract documents such as cost estimates and contract modifications; 2) monitoring the contractor's performance; 3) reviewing contractor schedules and submittals; 4) reviewing payment requests; AND, 5) preparing documents or reports utilizing Microsoft Office suite.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

OR

Education: completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-10
Specialized Experience: One year of specialized experience which includes: 1) coordinating repair and work requests for in-house maintenance and repair of installation real property; 2) developing broad plans, sketches, and estimates costs using engineering performance standards; 3) maintaining projects and contract status in work management systems; AND, 4) providing facility engineering data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

EDUCATION: Completed one and a half years of doctorate level education in a field directly related to the work of the position, such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 9. Add the two percentages. Specialized Experience:
One year of specialized experience which includes: 1) conducting audits and preparing reports of engineering products; 2) conducting engineering investigations to develop or modify process and quality requirements; AND, 3) providing construction contract administration to include assisting with modifications and construction schedule reviews. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

OR

Education: completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education with a major study in education or a subject area related to the position to be filled, such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12
Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) coordinating construction project functions with all contributing organizations; 2) reviewing customer requirements in order to create comprehensive management plans; 3) assisting in controlling project budgets and schedules; AND, tracking engineering projects to identify issues or provide status updates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
