Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense (DoD) Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located at the Directorate of Public Works, Operations & Maintenance Division at Fort Leonard Wood, MO. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks.

Duties

  • Approve revised development schedules, costs and standards over the life of the privatization program.
  • Travel to worksites to conduct daily quality assurance visits and inspections to provide oversight on behalf of the government for all construction divisions working on construction sites.
  • Assist to establish programs with other directorates.
  • Recommend appropriate methods for formulation and execution of construction and maintenance oversight plan.
  • Prepare technical analysis and status reports as required by higher headquarters.
  • Review, approve or redirect conceptual, preliminary, critical and final design reviews from the privatization developer.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Overseeing the planning, design, revitalization, and quality assurance of improvements of housing facilities, communities and other real property, 2) Reviewing and evaluates technical specifications and proposals for all phases of family housing community planning, development, redevelopment and construction, 3) Assuring communication and utility requirements are coordinated with the appropriate government and/or non-government agencies, 4) Performing long-range construction analysis in order to ensure appropriate facility maintenance and repair.

This position is a Term appointment NTE 2 years, if the candidate is not a current Army employee. Term appointments may be extended up to a maximum of six years. With DoD approval, term appointments may be extended beyond 6 six years, but not more than 8 years.

**NOTE - A current Army employee with personal competitive status accepts a time-limited appointment (such as term or temporary appointment), the Army employee forfeits their permanent status and becomes subject to the provisions of the term or temporary appointment.

**Permanent employees who accept time-limited appointments will not have placement rights to the previously held permanent position at the end of the time-limited appointment. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet qualifications requirements using experience alone -- no substitution of education for experience is permitted.
