Summary

This position is located in the Office of Equal Employment Opportunity (OEEO) of the Federal Insurance Deposit Corporation (FDIC). The mission of the OEEO is to ensure equal opportunity and the prevention of protected class harassment and/or discrimination for any employment, program, training or activity conducted by the FDIC.

Duties

 At the full performance level, major duties include:

  • Reviews the processing, settlement, and adjudication of complaints of discrimination and monitors the EEO (Equal Employment Opportunity) process for complaints forwarded to the EEO Commission for hearing or appeal to the FDIC for a final Agency decision.
  • Provides advice and counsel on the development of policies relevant to the processing and resolution of discrimination complaints.
  • Provides interpretation and advice on EEO-related laws, regulations, cases, and EEOC-issued guidance and identifies their policy and regulatory impact.
  • Conducts legal research and prepares legal opinions on issues covering the entire range of substantive law relating to the area of labor and employment law.
  • Evaluates and reports on EEO policies, procedures, data, and systems to develop and implement more efficient and effective approaches towards resolving EEO complaints.
  • Assists in the development, analysis, and implementation of a system-wide series of programs and policies.
  • Prepares legal briefs, office memoranda, and other legal documents on very complex, sensitive legal issues, including those involving questions of first impression and with strongly conflicting precedents, which require extensive research, analyses and ingenuity to resolve.
  • Develops and presents information and training for employees or supervisors/managers on the EEO process, laws, and application.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Specialized experience must be directly related to the position being filled and is experience gained after issuance of bar membership.

This position has a positive education requirement, transcripts must be provided showing degree conferred. Official transcripts must be provided prior to appointment.

  • Education: All attorney and law clerk trainee positions have a minimum education requirement of a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) or Master of Laws (LL.M.) from a school  accredited by the American Bar Association (ABA).
  • Bar Membership: All attorney positions require current active bar membership (valid license to practice law). Admission to the bar of any state, District of Columbia, any United States territory or Commonwealth, or Federal Court is acceptable. Active Bar membership must be verified prior to appointment. Employees must maintain active bar membership while employed as an attorney with the FDIC.

To qualify for CG-14, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13/GS-13 grade level or above in the Federal service. 

Specialized experience is defined as experience in the practice of Equal Employment Opportunity (EEO) law to include providing advice and counsel to senior management officials and assisting in the development of EEO policy.

To qualify for CG-15, applicants must have completed at least one year of specialized experience equivalent to at least the CG-14/GS-14 grade level or above in the Federal service. 

Specialized experience is defined as experience in the practice of Equal Employment Opportunity (EEO) law to include providing advice and counsel to senior management officials and developing EEO policy and training.

Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.

Selectee(s) for this position will be required to report to their duty station office two days per week.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 18.65% to a high of 51.75%. Salary reflects a pay cap for this position of $252,500.
