Summary

This position is located in the U.S. Department of the Treasury; Departmental Offices (DO); Office of the Deputy Secretary, Office of Diversity, Equity, Inclusion, and Accessibility (ODEIA), Office Civil Rights and Equal Employment Opportunity (OCRE).

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Conducts comprehensive field technical visits to offices and program recipients. Focuses on issues such as quality of pre-award and post-award compliance reviews, investigations, and compliance measures in general. Reviews systemic factors related to program effectiveness such as compliance practices, workflow, work organization, management, personnel, quality controls and availability of necessary resources, and recommends corrective action as needed.
  • Identifies and proposes resolution of program equal opportunity and compliance problems (programmatic, technical or procedural, including those stemming from contacts, tensions or conflicts with external organizations or interest groups) and coordinates with the program offices to assure uniformity of procedures and interpretations in resolving issues related to the administration of the equal opportunity program.
  • Resolves major fundamental issues arising from civil rights compliance reviews through enforcement of decisions and negotiations with recipients of federal funds when the issues are novel, broad,and highly complex. The issues affect the vital interests of the parties and can be strongly contested.

  • Must be U.S. Citizen or U.S. National.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Specialized Experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following:
  • Experience applying civil rights and equal opportunity regulations such as Title VI of the Civil Rights of 1964, the Fair Housing Act (also known as Title VIII of the Civil Rights Act of 1968), Section 504 of the 1973 Rehabilitation Act, Title II of the Americans with Disabilities Act, the Age Discrimination Act or other civil rights laws and regulations; AND
  • Experience investigating discrimination in financial assistance programs; writing determinations/decision documents in such investigations and bringing such investigations to resolution. AND
  • Addressing a wide variety of recipient, stakeholder, and client issues to collect and present factual information to aid in resolution of individual complaints and/or conducting compliance reviews and drafting determinations of compliance; AND
  • Experience analyzing and making recommendations to improve civil rights compliance.

SPECIALIZED EXPERIENCE: Specialized Experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following:
  • Experience investigating discrimination in financial assistance programs; and writing determinations/decision documents in such investigations, and bringing such investigations to resolution. AND
  • Experience in conducting research and analysis of equal opportunity, or analysis of impediments to equal opportunity in financial assistance programs; including drafting final assessments of civil rights compliance, or analysis of impediments to equal opportunity. AND
  • Experience conducting fact finding AND writing determinations/decision documents AND working toward resolution of compliant for investigations assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964 or reviews assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964.

SPECIALIZED EXPERIENCE: Specialized Experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following:

OR
  • Experience in conducting research and analysis for development of an assessment of civil rights compliance, or analysis of impediments to equal opportunity.
OR
  • Experience conducting fact finding AND working toward resolution for investigations assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964 or reviews assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964.
OR EDUCATION: You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Only graduate level education in excess of the first 2 years may be credited for education and combined with experience. The total percentages must equal at least 100 percent to qualify. Options for qualifying based on a combination will be identified in the online questions.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-9 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
