Summary

This position is in the Office of the Director, Office of Integrative Activities, Evaluation & Assessment Capability Section. The incumbent leads program evaluation & evidence-building efforts in accordance with Title 1 of the Foundations for Evidence-Base Policymaking Act of 2018.

This position is designated as Remote. The duty station will be determined based on the incumbent selected.

Duties

As an Evaluation & Monitoring Systems Analyst, you will perform the following duties:

  • Responsible for EAC-managed evaluation and analytics systems, program monitoring systems, and dashboards used by NSF leadership and managers, evaluators, data scientists, and data analysts.
  • Perform management and oversight: Develop multi-year program strategies, plans, and budgets; develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs.
  • Serve as the Contract Officer's Representative (COR) on contracts supporting OIA/EAC data and analytical program activities and projects.
  • Analyze the impact of legislation and new agency strategic priorities on new and evolving needs for systems for evaluation, analytics, and program monitoring.
  • Provide expert advice to the EAC Section Head and NSF leadership on agency analytical needs.
  • Contribute ideas and efforts to improve the quality of policies and NSF's performance of the overall mission.
  • Serve as a team lead and spokesperson for cross-Foundation activities.
  • Participate on special projects and temporary functional teams from across NSF to solve problems and effect coordination.
  • Lead outreach across the external research community and internally about NSF's enterprise evaluation, analytics, and program monitoring systems tools.
  • Engage with other federal research funding agencies to explore partnership opportunities to share data and capabilities.

1) To qualify at the GS-14 level
, you must have one year of specialized experience equivalent to the GS-13 Level i
n the federal service managing and overseeing evaluation, analytic, or program monitoring systems. Qualified applicants MUST demonstrate experience providing oversight and direction to contract or other staff in the delivery of evaluation, analytic, or program monitoring systems.

AND

2) In addition to meeting the specialized experience above. Applicants must also meet the following selective placement factor below:
Applicants must possess experience managing or overseeing information technology initiatives that involve developing requirements, identifying, and recommending solutions to meet stakeholder requirements, and coordinating with IT service delivery teams.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles. Based on your responses to the occupational questionnaire, you will be assigned a score. Your score will determine in which of three categories you will be placed: Excellent, Very Good, or Good.
