Duties

The specialist serves as the central point of contact and provides expert technical, administrative, and program assistance to support LCSG collaboration within the service unit and with other Library service units in planning and hosting collections displays, special events, tours, and programs. Under the direction of the AL-RCS, the specialist oversees logistics, planning, and preparation for all of the above in support of LCSG’s involvement in outreach and engagement. Works with others to design and execute events that align with the Library’s goals and objectives. Creates innovative and engaging experiences that leave a lasting impression on audiences and impact constituents’ experience of the agency on a national level, including Congressional staff and patrons. 
The specialist receives and monitors requests from multiple offices, developing strong collaborative relationships and exercising critical judgment and broad discretion to recommend  scope, emphasis, approach, best practices, techniques, and manner of presentation for programs. Works with partners and stakeholders to develop and improve policies, procedures, workflows, and communication methods to respond effectively and efficiently to requests; communicates resource capacity constraints; engages with top ranking Library leadership and clients to ensure the presentation of selected items from the Library’s collections aligns with their vision; discusses and clarifies needs and expectations; identifies and coordinates with LCSG units to fulfill the requests.
Acts as the primary liaison and fosters collaboration and communication between LCSG and and collaborative partners in other service units and key groups throughout the Library involved in special events, collection displays, programs, and tours, interacting with top congressional staff, committee members, and leadership, as well as high profile and/or notable individuals and groups,. Promotes brand awareness and fosters meaningful relationships. 
Advises managers, supervisors, program staff and administrative staff on operational as well as program matters to ensure successful special events, collection displays, tours, and programs. Serves as a resource to LCSG staff in developing, planning, and implementing events and programs initiated by LCSG units. 
Participates in appropriate event committee meetings. Serves as a proactive facilitator between custodial and curatorial units and collaborative partners in other service units. Assists with reviewing plans for events with sponsors and supports Library staff at all levels in communicating with stakeholders and with fulfilling expectations.  
Initiates and maintains professional relations with the administrative, managerial, and specialists to share information, particularly within LCSG and the Center for Learning, Literacy, and Engagement, the Center for Exhibits and Interpretation, the Congressional Relations Office, the Development Office, the Office of Communications and External Relations, the Librarian’s Office, and the Office of Security and Emergency Preparedness.
Manages a broad portfolio of informational and promotional materials. Writes and/or edits high level documents for senior management on events management with a broad impact on the direction of critical events. Provides direct oversight for the design, layout, content and editing of informational and promotional materials printed or electronically generated communications developed for various audiences.
Develops written materials that include executive level briefings, event management procedures, informational and promotional materials e.g., captions for collections displays, facsimiles, brochures, fliers, press releases, announcements, and letters, etc.) coordination of staff for the division and other working documents. Reviews, revises or edits as needed the contributions of other subject matter experts.
Seeks input and approval of informational and promotional materials through the appropriate channels, exercising discretion and proactively raising the awareness of leadership around any items that may draw controversy.
Prepares recommendations, reports, memoranda, and other documentation associated with the development, production, and distribution of informational and promotional materials. Prepares and recommends specifications for layout, typography, and design. Creates and manages a repository of captions, display themes, and item lists of collection displays, programs, and special events that may be repurposed.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
