ABOUT THE POSITION
The Executive Director for Acquisition Policy, Legislation, Oversight and Workforce exercises leadership in the formulation and promulgation of Department-wide policy, proposed legislation, and regulations governing the Department's acquisition programs. The incumbent determines the effect of new or proposed acquisition legislation, executive orders, or regulations on, or implements same, into the Department's acquisition policy and procedures. The incumbent ensures the development and implementation of policy and oversight management mechanisms that foster stewardship and accountability for DHHS acquisitions and ensures the Department's resources are managed with integrity to the greatest public benefit.
Directs the formulation, and oversees the implementation of agency policies, regulations, and procedures for ensuring the effective implementation of legislation affecting HHS in the area of contracting. Coordinates with the DAS-Acquisitions in the continued development of the HHS Acquisition policies. Coordinates the Department's long- and short-range planning efforts to constituent organizations. The incumbent supports the government-wide acquisition initiatives and interfaces with Office of Management and Budget (OMB), General Services Administration(GSA), Congress, and DHHS leadership on acquisition policies and initiatives.
Provides leadership and oversight to be able to manage the day-to-day operations concerning acquisition policy, legislation, oversight and workforce for the OA. The incumbent has full authority in managing the organization and is responsible for continuous improvement initiatives that support the administrative operations to include formulating and executing the OA budget; developing and implementing strategic plans; effective and efficient utilization of resources; and performance measurement evaluations.
Represents the office in providing Department-level services to the DHHS, Operating Divisions (OPDIVs) and Staff Divisions (STAFFDIVs) in the governance of and determination of the effect of new or proposed acquisition legislation, executive orders, or regulations on, or implements same, into the Department's acquisition policy and procedures. Represents the Department in dealing with the OMB, GSA, and other Federal agencies in the areas of acquisition policy. Fosters creativity, collaboration, consolidation, and innovation in the administration of acquisition functions throughout the Department. Represents the DAS-Acquisitions by coordinating and consulting with multiple hierarchical levels of senior career and political management officials of the Department, other agencies, and external stakeholders, as appropriate, regarding major initiatives, actions accomplished, milestones to be achieved, and any issues or problems of significance.
The incumbent consults and collaborates with the DAS-Acquisitions and other top-level agency, and other Federal officials on a wide range of strategic transition plans, programs, management methods and policies, which will improve business practices, processes, and systems. Knowledge of management principles pertaining to large government and corporate organizations is key for this role along a demonstrated ability to lead change, lead people, and achieve results through building partnerships and coalitions.

- This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated experience in leading an interdisciplinary team and expert knowledge of acquisition management, including acquisition workforce development, laws, regulations, principles, and practices applicable to all phases of the contracting process.
TQ 2: Knowledge and experience in strategic planning for implementing Department-wide improvements in program performance and direct planning, programming, and budgeting to support improved performance, alignment with Administration priorities through acquisition policy development, guidance, and oversight of acquisition enterprise operations.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
There are five ECQs:
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Education
Basic Requirements: Applicants must meet the basic requirement for this position.
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Salary:
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance-based pay adjustments.

How you will be evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information required within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs and TQs will be determined ineligible for further consideration.
