Duties

Serve as a co-equal panelist on the Bureau's Executive Assessment Panel, the body responsible for evaluating the leadership readiness of candidates for senior positions across the federal correctional system.

Designs, develops, applies, and refines leadership focused executive assessment methodologies that determine the suitability of leaders at the local, regional, and headquarters levels.

Analyzes organizational culture, leadership climate, and systemic leadership needs to ensure assessment methodologies remain grounded in real-world leadership environments across all levels.

Career Transition Programs (CTAP or ICTAP): These programs apply to Federal and/or DOJ employees who meet the definition of surplus or displaced from a position in the competitive service. To receive selection priority for this position, you must:

To be considered for the position, you must meet the following qualification requirements.

Education:

There is no substitution of education for specialized experience for this position.


Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled.


Some examples of this qualifying experience are:

  • Experience independently designing and implementing comprehensive executive assessment methodologies, including structured interview systems, behavioral competency frameworks, and scoring rubrics used to evaluate senior leadership candidates for positions.

  • Experience conducting executive-level behavioral interviews and serving as subject matter expert on assessment panels evaluating candidates for senior
    leadership positions with responsibility for correctional facilities, regional operations, or national program management.

  • Experience leading or serving as senior advisor for an organization-wide executive assessment program, exercising independent authority to refine methodologies, conduct validation studies, and implement evidence-based enhancements that strengthened leadership selection quality.

  • Experience providing authoritative analysis and expert recommendations on executive staffing decisions with significant organizational or public safety implications in complex, high-risk environments such as correctional facilities, law enforcement agencies, or military operations.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.

NOTE: This is a non-law enforcement position (. Individuals selected for these positions will lose law enforcement coverage and will need to return to a position with "primary" law enforcement coverage to regain coverage.
