Duties

GS-09,
Supports of the installations management program by assisting the Master Planner. Ensures that the state meets Department of Defense (DoD), Army, and state standards for master planning. Assists in development of the state Army National Guard (ARNG) long-range plan to structure and prioritize the number, size, content, and potential mix of ARNG installations and facilities to support current and projected force structure. Provides input for the planning and developing of long-term real property acquisition, development, and construction projects for the state. Assists the branch chief in the short, mid, and long term planning of ARNG facility resources. Coordinates with a variety of agencies, both internal and external, on issues pertinent to planning for ARNG installations and facility management. Assists the Master Planner in developing, maintaining and managing the CFMO input to the Long Range Construction Plan (LRCP), State Capital Planning (SCP), and the Military Construction, National Guard (MCNG) program as it pertains to the state ARNG Master Plan. Works with other planning/programming activities (i.e. State Planning Board and Joint Service Reserve Component Facility Board (JSRCFB) in identifying requirements and facility shortfalls. Confers with design/utilities personnel and firms in utility studies to determine status of utility systems and land use to ascertain their capabilities to support future development and generates project listings to support those requirements. Ensures all MCNG/Un Specified Minor Construction (UMI) projects are coordinated with historical and environmental personnel as required. Ensures all plans/decisions developed by other state ARNG staff elements adhere to and take into account Real Property Master Plan (RPMP) vision and focus. Maintains close liaison with senior ARNG commanders and directorates, state and local government authorities, Corps of Engineers and the National Guard Bureau.

GS-11,
Administers, coordinates, and verifies design work performed by Architect/Engineer firms often exceeding one million dollars and one year in duration per project. Prepares design scopes of work that reference National Guard Bureau (NGB) design criteria and establishes standards for project design. Selects, or recommends selection of, Architect/Engineer firms for award of design contracts. Manages and schedules design development and obtains Federal/State approval at each design stage, normally conceptual, preliminary, final, and bid final. Chairs and coordinates meetings between facility users and design team and ensures that work stays within (NGB) design and space criteria for economical utilization of facilities and equipment. Reviews, accepts or amends work by Architect/Engineer firms and rejects work not meeting established standards. Reviews payment requests for accuracy, verifies work billed, and recommends payment. Requests construction funding. Manages bidding process, in coordination with the Contracting Officer, and recommends award of construction contracts. Administers, coordinates and verifies construction work performed by contractors often exceeding five million dollars in cost and one year in duration per project. Conducts regular construction progress meetings and resolves differences between design team, contractors, and facility users. Resolves disputes over plans and specifications and administers change orders. Conducts substantial and final completion inspections and verifies expenditure of appropriated funds. Coordinates initial start up of, and movement of, users into new facility. Resolves disputes and assigns repair work to contractor and maintenance personnel that arise during the warranty period. Manages and verifies work performed during the warranty period. Conducts end of warranty inspection. Serves as the senior technical employee overseeing one or more employees performing technical work within the Design and Project Management Branch. Assists the branch chief in preparing performance standards; gives advises in appraising work; and makes suggestions in maintaining an effective position management program by reviewing position descriptions to ensure positions are operating as intended and that duties and responsibilities are adequately reflected. Supports and promotes Equal Employment Opportunity (EEO), Upward Mobility, and other special emphasis personnel programs. Provides guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings. Prepares initial plans and specifications for alterations/repairs. Performs other duties as assigned.

  • MILITARY GRADE REQUIREMENT: Due to the nature of this position, the minimum military grade is Private (PV1/E1) and the maximum military grade is Sergeant Major (SGM/E9).
  • Incumbent is subject to termination due to loss or reduction in funding for this position.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

GENERAL EXPERIENCE is experience in administrative, professional, technical, or other responsible work that utilizes knowledge of management principles and practices. Experience analyzing problems, drawing logical conclusions, and communicating effectively with others. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.

GS-09, Specialized Experience - Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-07. Examples of specialized experience include experience, education, or training which demonstrates the knowledge of, and skill in applying, principles, concepts, and methods of equipment, facility, or service operations sufficient to design projects that have applicable precedents or plan approaches to perform assignments using well-established occupational methods, techniques, processes, and precedents

Education - Possess a master's, an equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree.

GS-11, Specialized Experience - Must have at least 1-year specialized experience at the next lower grade, GS-09. Specialized experience includes experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.

Education - Applicant must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

EXPERIENCE REQUIREMENTS:
Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. The duties listed must fully substantiate -in your own words- that you meet the minimum requirements and specialized experience listed above, in detail; otherwise, you will not be considered qualified for this position.

Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience and/or training must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position:

-Conceptual knowledge and understanding of planning, programming, real property administration, and master planning concepts and procedures; knowledge of architectural design and building construction, including site evaluation, building design, construction documents and building construction methods and details; knowledge of engineering principles and ability to prepare accurate project cost estimates.

-Knowledge of engineering disciplines sufficient to apply a broad range of engineering techniques in the planning, estimating, and programming of individual projects, and the development, coordination, evaluation, review and updating of the RPMP, LRCP, SCP, and MCNG/UMI construction programs.

-Knowledge of the state facility inventory sufficient to complete planning and programming responsibilities and influence decisions toward the most efficient, economic, and safe approach possible.

-Broad technical knowledge of the operating capabilities and maintenance requirements of various kinds of facilities, physical plans, and equipment.

-Knowledge and ability to adapt standard practices and to apply innovative techniques in the development of plans and programs for the use and functional layout of facilities.

-Knowledge of engineering fields such as civil, mechanical, electrical, and architectural to achieve adequate planning for facility development and conceptualizing plans and designs for MCNG/UMI projects.

-Knowledge of the missions and requirements of the ARNG Major Subordinate Commands and directorates within the state.

-Knowledge of National Guard Bureau and state project funding policies and construction criteria.

-Knowledge and ability to present both oral and written communication.

Additional information

- INDEFINITE: AKNG permanent technician will retain their permanent status if selected for this position, and may be promoted, reassigned or changed to lower grade if selected for this position, and will be required to return to their permanent position unless action is made on a permanent basis. Permanent authorization may not cross service boundaries, or funding categories, (i.e., ARNG to ANG, or 176th WG to 168th WG). Indefinite employees may be separated with a 30 days' notice. Indefinite employees may be converted to permanent without further competition.
