Duties
- Identifies, analyzes, and resolves complex financial and budget-related policy issues, questions and problems related to the agency financial management program.
- Prepares analysis and estimates of annual funding needs. Prepares budget justifications and develops background data and documentation for OMB and/or Congressional appropriations committee's presentations.
- Performs studies and audits on the control and use of funds throughout the year. Assures that obligations incurred expenditures of funds, and reporting of same are in accordance with pertinent laws and regulations.
- Analyses and forecasts the usage of funds within the agency. Prepares special analyses of fund expenditures as necessary. Evaluates the effect of cost and program changes on the budget execution process.
- Prepares a wide variety of reports including balance sheets, transparency reports, status of funds, expenses, obligations, FTE and workload. Computes and predicts effects of changes in operating programs.
- Conducts research and investigation into new or improved business and management practices and supports audit requirements.
- Performs a wide variety of assignments in support of the overall operations of IAF to include program areas such as procurement, operations/support services, and records management.
The ideal candidate will be analytical, with a grasp of numbers and attention to detail, and has the ability to work with non-financial minded staff.

GS-09 Qualifications: Must possess one year of specialized experience equivalent to at least the GS-07 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position.Specialized experience at the GS-09 level for this position includes, but is not limited to: 1) Applying regulations, policies, and operating instructions applicable to financial management systems operations; 2) Identifying, analyzing, and resolving a range of budgetary problems such as development of alternative methods of funding; AND 3) Utilizing a variety of office automation software (word processing, presentation, spreadsheet, graphics, databases) to support financial management initiatives. GS-11 Qualifications: Must possess one year of specialized experience equivalent to at least the GS-09 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position.Specialized experience at the GS-11 level for this position includes, but is not limited to: 1) Resolving financial discrepancies and recommending solutions to personnel; 2) Utilizing financial systems to verify and reconcile fiscal business; AND 3) Interpreting regulations to communicate information to personnel. NOTE: This experience must be fully supported by the information in your resume; OR you have education or a combination of education and experience that equates to one year of experience.
GS-12 Qualifications: Must possess one year of specialized experience equivalent to at least the GS-11 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position.Specialized experience at the GS-11 level for this position includes, but is not limited to: 1) Drafting and formulating budgets, task plans, and budget execution plans; 2) Analyzing work throughout the budget cycle; AND 3) Ensuring organizational financial practices are in compliance with financial management rules and regulations. NOTE: This experience must be fully supported by the information in your resume.
Education or a combination of education and experience may substitute for the specialized experience requirement:
GS-9: A master's degree or equivalent degree or two full years of progressively higher level education leading lo such a degree, or an LL.B or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to perform the duties of the position.
GS-11: A Ph. D or equivalent doctoral degree, or three full years of progressively higher level graduate studies leading to such a degree or LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
