Summary

About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense. As a critical national asset, CBC supports all phases of the acquisition life-cycle from basic and applied research through technology development, engineering design, equipment evaluation, product support sustainment, field operations and demilitarization. Duties

  • Monitors the use and rate of expenditure of budgeted funds through continuing dialogue with project officials and their staffs, review of written documents and examination of accounting records.
  • Prepares both recurring and nonrecurring regulatory and non-regulatory resource management and cost reports.
  • Reviews and integrates higher headquarters guidance and policy statements, directives and pertinent financial regulations into policy.
  • Provides advice on how the accounting system functions to serve management's business needs based upon their access to detailed records, system operational information and professional knowledge.
  • Advises management of problems, trends, unfavorable ratios and deviations from normal situations which are disclosed by the analysis of resource management or cost information; makes recommendations to management for corrective action.
  • Allocates funds based on approve funding. Identifies or adjusts funding targets.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to obtain DoD Financial Management (FM) Level 2 Certification, as such in accordance with the National Defense Authorization Act (NDAA) within 2 years of appointment into the position.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Term employment is subject to a one year trial period.
  • Must be able to obtain and maintain a Secret Security clearance.
  • Must meet position requirements for (Practitioner) Certification within 24 months of entrance on duty. The certification completion timeframe may change from 24 months to 60 months upon approval of the DoDI 5000.66, change 3.
  • This is a 6 year Renewable Term position scheduled to last 6 years IAW Federal Register Vol. 82, No. 178. This position may be extended or may be made permanent without further competition.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • All applicants are required to upload official/unofficial college/university transcripts (or copy thereof) when applying to positions with positive education requirements or when intending to qualify themselves based in whole or part on education.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-07: One year of specialized experience which includes 1) Utilizing automated financial management systems to enter and extract budget and program data; AND 2) Providing knowledge of regulations and policies applicable to Financial Management operations to assist higher graded employees; AND 3) Compiling data for budget estimates. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business and/or Finance.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Specialized Experience GS-09: One year of specialized experience which includes 1) Utilizing automated financial management systems to perform analysis of budget and program data; AND 2) Applying Financial Management regulations and policies for financial oversight and budget formulation; AND 3) Assisting with monitoring budget and accounting performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business and/or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience GS-11: One year of specialized experience which includes1) Performing analysis, interpretation, and/or reconciliation of financial policies, statements, and reports; AND 2) Recommending solutions to difficult and complex financial issues; AND 3) Providing technical and/or administrative policy and guidance related to financial functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business and/or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience GS-12: One year of specialized experience which includes 1) Providing guidance on financial processes and requirements including reimbursable processes; AND 2) Recommending solutions to complex financial issues; AND 3) Analyzing and interpreting financial data and reports; AND 4) Allocating funds based on analysis of activity budget estimates, historical expenditures, projected workload, and approved funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
